The National Women’s Commission of Belize was presently engaging in a project aimed at building the capacity of Belizean women to become more active participants in local and national politics, a deficiency acknowledged in the national report.

Members requested the Administration to ensure that: (a) the design of the Project should incorporate appropriate measures to maximize the use of renewable energy and promote energy efficiency; (b) the new facilities for the Project would be constructed further away from the riverside in order to provide a larger green area along the Shing Mun River for public enjoyment; (c) adequate sports and ancillary facilities and barrier-free access would be provided for disabled athletes in the redeveloped HKSI; and (d) training facilities for cycling would be provided following the demolition of the outdoor velodrome at Fo Tan venue to make way for the construction of the new multi-purpose building.

Taking the above into consideration, we can enumerate some of the entities that fulfil the requirements of the statute to be regarded as public entities including: the organs of public authorities, including organs of government administration; state control, law enforcement bodies and their associations; municipality; country and provincial authorities; entities financed bythe state; and thelocal government (including other centralor local government legal people created under separate legislation for the purpose of performing public tasks), with the exclusion of enterprises, banks and commercial companies.

The Directors may establish any local boards or agencies for managing any of the affairs of the Company, either in Hong Kong or elsewhere, and may appoint any persons to be members of such local boards, or any managers or agents for the Company, and may fix their remuneration, and may delegate (with or without power to sub-delegate as the Directors shall determine) to any local board, manager or agent any of the powers, authorities and discretions vested in the Directors, and may authorise the members of any local boards, or any of them, to fill any vacancies therein, and to act notwithstanding vacancies, and any such appointment or delegation may be made upon such terms and subject to such conditions as the Directors may think fit, and the Directors may remove any person so appointed, and may annul or vary any such delegation, but no person dealing in good faith and without notice of any such annulment or variation shall be affected thereby.

The Committee reiterates its previous recommendation (CAT/C/FRA/CO/3, para. 20) whereby compliance with the provisions of article 12 of the Convention requires a derogation from the system of discretionary prosecution, so as to oblige the competent authorities to launch impartial inquiries systematically and on their own initiative wherever there arereasonable grounds for believing that an act of torture has been committed in any territory under its jurisdiction, in order to effectively ensure that the perpetrators of such crimes do not remain unpunished.

In the interpretation of this Memorandum of Association in general and of this Clause 3 in particular no object, business or power specified or mentioned shall be limited or restricted by reference to or inference from any other object, business or power, or the name of the Company, or by the juxtaposition of two or more objects, businesses or powers and that, in the event of any ambiguity in this Clause or elsewhere in this Memorandum of Association, the same shall be resolved by such interpretation and construction as will widen and enlarge and not restrict the objects, businesses and powers of and exercisable by the Company.

The 2001 report of the Secretary-General on the prevention of armed conflict (S/2001/574 and Corr.1) went a step further in recognizing the critical importance of prevention by acknowledging that “the primary responsibility for conflict prevention rests with national Governments and other local actors” and “The role of the United Nations is principally to assist national Governments and their local counterparts in finding solutions to their problems byoffering support for the development of national and regional capacities for early warning, conflict prevention and long-term peacebuilding.

Products that weretested outside Hong Kong and found unsatisfactory would not be required automatically to be removed from sales outlets in the local market and the decision on whether these products should continue to be sold would be a commercial decision of the respective traders.

After some discussion, the Chairperson put forward a proposal to the Commission to lift the restriction on the use of the LPS in products in international trade, but to reconfirm its previous decision that the most appropriate method for preservation was refrigeration and that the LPS be considered as an alternative only where refrigeration was not possible.
