Regarding the establishment of the Field Human Resources Management Section at the Global Service Centre, the Advisory Committee notes from the 2012/13 proposed budget for UNLB (A/66/724, paras. 71 and 72) that the posts proposed for transfer to the Roster Management Unit include 12 Occupational Group Managers (P-3) relating to subject matter experts with experience in peace operations and responsible for the recruitment process in their field of responsibility, including reviewing applications, identifying candidates for further assessment, serving as secretary for expert panels and preparing submissions to the Field Central Review Board.

Each of the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

UNESCO joined forces with key international and regional media organizations (e.g. the International Federation of Journalists, the Asia Media information and Communication Centre, the Asia Pacific Institute, COPEAM and URTI) to launch the annual Women Make the News (WMN) initiative under the theme Towards Gender Sensitive Indicators for Media: Best Practices for Gender Perspective in Media and in Media Content.

In Europe, the European Seafloor Observatory Network (ESONET) is in development and has nodes planned for locations in the Arctic Ocean, the Norwegian margin, the Nordic Seas, the Azores, the Iberian Margin, the Ligurian Sea, the Hellenic and East Sicily regions in the Mediterranean Sea, and the Black Sea.

Participated in a number of meetings, including “Deterrence model of intervention — quality decriminalization of drug use” at the National Congress of the Institute on Drugs and Drug Addiction (2009), the closing ceremony of the first Criminal and Social Sciences Seminar with the Association of the European and Mediterranean Police Forces and Gendarmeries with Military Status (FIEP) (2006), “Victims of terrorism: the response psychosocial of the security forces” (2006), in addition to seminars on drug addiction by the commissions for the drug deterrence of the Presidency of the Council of Ministers (2001); Chair of the panel on drugs and drug addicts at a seminar on drug users and offenders in the penal system, organized by the Pompidou Group of the Council of Europe, Strasbourg (1998).

Liberian and UNMIL officials informed the Panel that on 16 November 2011 the ERU in Toe Town, Grand Gedeh County, recovered 385 rounds of ammunition, following information provided by a local farmer, from a nearby bush area in the border region with Côte d’Ivoire.

Many African States strongly support the United Nations Alliance of Civilizations and other similar initiatives, including those of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Organization of Islamic Cooperation (OIC), the Islamic Educational, Scientific and Cultural Organization and, in the context of Europe and the Mediterranean, the Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures, based in Alexandria, Egypt.

Strong calls have been made to States, commercial shipping companies and others present in the Mediterranean to consider that, in the present circumstances, all boats leaving the Libyan Arab Jamahiriya for Europe are likely to require assistance.

The Commission agreed that Chile supported by other countries would prepare a discussion paper including recommendations on ways to approach the timely and simultaneous distribution of documents and the length and content of reports taking into account concerns raised at the present Session and those from the FAO/WHO Coordinating Committee for Latin America and the Caribbean, for consideration by the next session of the CCGP.

The objective of the seminars, organized in cooperation with the Office for Disarmament Affairs, was to share knowledge and experience of the Convention in Latin America and the Caribbean, East and West Africa, the Horn of Africa, the Great Lakes region and South Africa, Central Asia, the Middle East and the Mediterranean, South-East Asia and the Pacific Islands.

GFCM has a significant ecosystem approach to fisheries programme, which includes a ban on all trawling activities for the entire Mediterranean region below 1,000 metres in depth, creating, de facto, the world’s largest marine protected area.

In this respect, Turkey’s views regarding the Greek Cypriot attempts that are contrary to international law and legitimacy, to delimit maritime jurisdiction areas and to issue licenses for exploring oil and gas in the Eastern Mediterranean Sea have been duly conveyed to the United Nations and other relevant international organizations, as well as to the international community, on every occasion.
