The Special Committee recognizes the necessity to intensify dialogue among Member States and the Secretariat, including in this forum, on ways and means to enhance the effectiveness of peacekeeping missions, including by addressing the requirement for peacekeeping missions to be able to deter, through the posture they adopt and actions they take, threats to the implementation of mandates, safety and security of peacekeeping personnel, and ongoing peace processes, in accordance with the Charter of the United Nations and the guiding principles outlined in section V.B of the present report.

They comprised case studies and the final report on the evaluation of TPMPs (under way); an extended desk study and final report on the evaluation of chiller projects (desk study under way and further case studies and a final synthesis report proposed); and an evaluation of experience in converting foam manufacture and foam insulation production by refrigeration companies to non-HCFC alternatives, such as hydrocarbons, water and HFC-245fa (new proposal).

The Meeting recalled the provisions of ESCAP resolution 66/10, whereby the Commission had called upon members and associate members, inter alia, “to ground universal access in human rights and undertake measures to address stigma and discrimination, as well as policy and legal barriers to effective HIV response, in particular with regard to key affected populations” and had requested the Executive Secretary to convene a highlevel intergovernmental meeting “to assess progress against commitments in the Political Declaration on HIV/AIDS and the Millennium Development Goals and efforts to ensure universal access, and identify areas for regional cooperation, in particular in such areas as policy and legal barriers to universal access and promoting dialogue between health and other sectors, including justice, law and order and drug control”.

The specific objectives of the Meeting were: (a) to examine the trends that are apparent in the worldwide development of GNSS and how they will affect the growing population of users of satellite-positioning technologies; (b) to review ongoing and planned initiatives as well as case studies that could contribute to the wider use of GNSS technology and its applications, including the possibility of one or more national, regional and international pilot projects in which interested institutions could incorporate the use of GNSS technology; (c) identify a functional partnership that could be established to promote innovative GNSS-enabled applications, as well as recommend how such a partnership could be established through voluntary actions that could include Governments, international organizations, research and development institutions, academia and other relevant stakeholders; and (d) define recommendations and findings to be forwarded for consideration by ICG and its working groups.
