The key factors that facilitated the smooth implementation by SIAP of all planned activities for 2009 were: (a) the strong support of the host Government, Japan, which continued to provide the bulk of cash contributions, administrative and infrastructure support, and fellowships for all four SIAP-Japan International Cooperation Agency (JICA) Tokyo Metropolitan Area (TMA)-based training courses; (b) the strong support of many other member States: cash and in kind contributions from those member States increased in 2009 compared with their level in 2008; and (c) close collaboration with United Nations agencies and international organizations, which provided the opportunity to combine efforts and address effectively the diverse capability-building needs of developing member States in the region.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

For budget lines with relatively small amounts, minor variations in the budget may give a large deviation in the “expenditure rate”, even though the impact of such a deviation is negligible in absolute terms.

Also stressed is the importance of involving all stakeholders during the lifetime of the programme/project, from inception all throughout implementation and the final stages to ensure ownership and sustainability, as well as to allow feedback information from all stakeholders during monitoring.

For instance, IIP’s programmes in interfaith peace-building will explore the role of religious leaders in promoting coexistence, dialogue, and social justice.

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

Furthermore, as noted in paragraph 2 above, pursuant to General Assembly resolution 63/266, the Secretary-General has included in his report a projection of the total budget for special political missions for the biennium 2010–2011, which he estimates could amount to some $1,148,739,700, or $319,811,300 more than the provision for special political missions in the proposed programme budget for the biennium 2010–2011 (see A/64/349, para. 78 and annex III).

(b) Staff in the Professional and higher categories and in the Field Service category, and staff in the General Service category considered internationally recruited pursuant to staff rule 4.5 (c), who are appointed or reassigned to a non-family duty station may be paid a non-pensionable additional non-family hardship allowance, unless the Secretary-General has exceptionally approved the presence of eligible dependants of the staff member at the duty station pursuant to staff rule 3.15 (a).

That commentary might suggest, for example, that (f) the location from which financing was organized or authorized or the location of the debtor’s primary bank, would only be important where the bank controlled the debtor; that (k) the location of employees, might be important where employees could be future creditors, or less important on the basis that protection of employees is more an issue of protecting the rights of interested parties, is not relevant to the COMI analysis and is, in any event addressed by article 22 of the Model Law; that (e) the jurisdiction whose law would apply to most disputes, was not sufficiently important to be a determining factor and could, in any event, be a jurisdiction unrelated to the place from which the debtor was managed or conducted its business, factors that were both considered to be more important than (e).

Finally, in light of the newly adopted limit of 23,000 words (excluding the annexes) for all reports by United Nations expert groups, the Group has sought to identify and target only the most critical and substantive violations of the arms embargo of greatest interest to the Security Council based on the guidance and advice provided by the Committee.

It is noteworthy that programmes implemented by the Office in the area education focused on the following strategic areas of support, all directly responding to strategies and results contained in Kenya Education Sector Support Programme (KESSP), the education sector’s plan to materialize Vision 2030: strengthening the planning, monitoring and evaluation of the education system through EMIS; enhancing the education sector responses to HIV and AIDS; improving the quality of education for peace programme; and strengthening literacy development through advocacy and technical support to strategic planning.

Turning to the Advisory Committee’s report on a strengthened and unified security management system for the United Nations (A/64/7/Add.15), which concerned the revised estimates under various sections of the proposed programme budget for 2010-2011 as well as the budget for the International Criminal Tribunal for Rwanda, she said that the Advisory Committee noted that phase I of the standardized access control project (PACT I) had been fully implemented at all locations except the Economic Commission for Africa (ECA), the Economic and Social Commission for Western Asia (ESCWA) and the International Tribunal for the Former Yugoslavia; in the Tribunal’s case, the project would be discontinued in view of the Tribunal’s impending closure.

The additional requirements resulted primarily from: (a) the acquisition of prefabricated facilities, water purification and air conditioning equipment, miscellaneous office equipment, and spare parts and supplies for the new offices and accommodation as a result of the earthquake; (b) the acquisition of additional generators to support power supply in internally displaced persons camps as well as for new contingents deployed immediately following the adoption of Security Council resolution 1908 (2010); (c) the acquisition of additional sea containers for the shipment of the additional equipment to Haiti; (d) the increase in the average cost of diesel fuel to $0.60 per litre compared to the budgeted cost of $0.47 per litre; (e) projected requirements for the settlement of past claims by the Mission fuel supplier, pending the outcome of the Mission legal review; and (f) requirements to provide staff accommodation on a naval vessel following the earthquake.

The efficiency of programme implementation has been further compromised by the lack of a consolidated internal funding strategy, resulting in the IICBA having had to rely on extrabudgetary funding it has secured, with the implications being that undertakings have tended to be country specific as opposed to regionally relevant.
