Under the new section 13I, a trader wrongly accepts payment for a product if, at the time of accepting payment or other consideration for the product, he intends not to supply the product, intends to supply a materially different product, or there are no reasonable grounds for believing that he will be able to supply the product within the period specified by him or within a reasonable period.

In Seattle, Washington, for example, taxes can be paid through an Eritrean-owned travel agency.28 Whether or not the techniques they employ are extortive or illicit is often a matter of national or state law, and depends upon such questions as whether or not the collector is a diplomat or other registered agent of a foreign power, the nationality of the collector and the kinds of legal and administrative loopholes employed by collectors.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

(c) A certificate by a Director (including for the purpose of this paragraph (c) an alternate Director) or the Secretary that a Director (who may be the one signing the certificate) was at the time of a resolution of the Directors or any committee thereof absent from the territory of the Head Office or otherwise not available or unable to act or has not supplied an address, telephone and facsimile number within the territory of the Head Office for the purposes of giving of notice to him shall in favour of all persons without express notice to the contrary, be conclusive of the matter so certified.

At its 37th plenary meeting, on 27 July 2009, the Economic and Social Council took note of the decision of the Committee on Non-Governmental Organizations to submit, at its resumed session, a list of non-governmental organizations that had failed to submit their quadrennial reports for two or more consecutive periods, for suspension of their consultative status, after having confirmed that the Secretariat had sent final reminders to those organizations with outstanding reports and had requested each to submit a report covering the preceding four-year period by 1 May 2009, and that the permanent missions of the Member States in which the headquarters of the non-governmental organizations concerned are based had been notified of the final reminders, which clearly indicated the consequent recommendations the Committee would make to the Council should those non-governmental organizations fail to meet the deadline.

Furthermore, as noted in paragraph 2 above, pursuant to General Assembly resolution 63/266, the Secretary-General has included in his report a projection of the total budget for special political missions for the biennium 2010–2011, which he estimates could amount to some $1,148,739,700, or $319,811,300 more than the provision for special political missions in the proposed programme budget for the biennium 2010–2011 (see A/64/349, para. 78 and annex III).

Bilateral agreements on international road transport normally require carriers to observe the domestic standards of host countries, which are mostly different from the countries where the carriers are registered.
