In this connection, the Committee reiterates its concern about the flexible interpretation of the guidelines for the use of funds appropriated for general temporary assistance, which are intended to be used for the temporary replacement of staff on extended sick leave or maternity leave or the engagement of additional staff during peak workload periods, and not to finance de facto regular budget posts that are of a continuing nature (see, inter alia, A/50/7/Add.2).

In addition, it should be noted that under main line of action 6 (Mainstreaming within national policies of the links between cultural diversity, intercultural dialogue and sustainable development), document 34 C/5 calls for encouraging “South-South cooperation and North-South-South triangular cooperation so as to foster the emergence of a platform facilitating the sharing of cooperation experiences among developing countries” not by direct action in this field (fellowships, courses, subventions are to be discontinued) but rather by “cooperation with specialized institutions (for instance with ICCROM, ICOMOS and ICOM), and the systematic development of what are referred to as ‘category 2’ institutes and of some major ‘showcase’ projects”.

The amount of $120,400 is proposed for travel in connection with the following seminars/conferences/workshops: regular meeting of staff and management representatives at Field Joint Negotiation Committee meetings on staff rules and regulations ($42,000); representation of DFS in consultations at the annual meeting of the Staff-Management Coordination Committee on human resources policies affecting staff in field operations ($24,400); the annual Human Resources Network meeting organized by the Office of Human Resources Management, to be held in Africa, where the Division will work with chief civilian personnel officers at field missions to discuss specific issues as they apply to field missions as well as the implementation of the human resources aspects of the global field support strategy ($54,000).

I reiterate that the Government of the Sudan will continue to cooperate with the Council and with the mediators, particularly the brotherly country of Qatar, in the continuing efforts to establish fully the peace and stability process in Darfur, taking into account the fact that peace is a necessary foundation for stability and justice, and recognizing the importance of ensuring justice, reaching settlements and providing compensation in accordance with the stipulations of the Doha Document for Peace in Darfur.

The Office continued to help the Organization to align its human resources capacity with emerging challenges and to support the establishment of new entities; to develop and maintain the human resources management infrastructure through policy development and information technology; to build capacity to help managers to manage and staff to function to the best of their ability, and to monitor performance; to introduce and share new ideas and good practices in human resources management; to advocate in matters relating to conditions of service and security, including in such areas as work-life issues, staff development and career opportunities; and to provide advice and administrative services to departments and offices, managers and the staff at large.

It was decided that further discussion on the issue would be held in the course of the informal inter-sessional meetings of the working group regarding agreement on a procedure for the future.
