The Security Council requests the Secretary-General to continue to consult with the Security Council, taking into account views expressed by other relevant stakeholders, including the broader United Nations membership, taking into account the need to further develop indicators contained in his report (S/2010/173), and the parallel ongoing work regarding resolution 1888 (2009), in order to include a comprehensive set of indicators in his next report on the implementation of resolution 1325 (2000) to be submitted to the Security Council in October 2010, as well as a programme of work containing roles and responsibilities visà-vis the indicators within the United Nations system and a time frame to render the indicators operational.

Several representatives expressed the wish to have their countries added to any decision adopted and one representative said that he also wished to add the name of at least one country that was not present at the meeting.

Attention was also drawn to the provisions of section VI of General Assembly resolution 45/248 B, in which the Assembly reaffirmed that the Fifth Committee was the appropriate Main Committee of the Assembly entrusted with responsibilities for administrative and budgetary matters, and to paragraph 67 of the first report of the Advisory Committee on Administrative and Budgetary Questions on the proposed programme budget for the biennium 2000-2001, in which it noted that the use of the phrase “within existing resources” or similar language in resolutions had a negative impact on the implementation of activities; therefore, every effort should be made to avoid the use of that phrase in resolutions and decisions.

We acknowledge the need to continue to address all relevant issues regarding external debt problems, including through the United Nations, and we will consider ways to explore enhanced approaches of sovereign debt restructuring mechanisms based on existing frameworks and principles, with broad creditors’ and debtors’ participation and ensuring comparableburden-sharing among creditors, with an important role forthe Bretton Woods institutions.

Other priorities for the new programme of action included ensuring agricultural development and food security; overcoming infrastructure bottlenecks and integrating least developed countries into the global trading system; addressing human and social development challenges and achieving the Millennium Development Goals with the right balance of resource allocation in both economic and social sectors; building a new international support architecture, ensuring a multi-stakeholder approach and a solid mutual accountability framework with follow-up and monitoring mechanismsat the national, regional and global levels.
