The Executive Committee expressed the expectation that, in the next two years, Somalia will continue the implementation of the licensing and quota system and of its HCFC phase-out management plan, and sustain zero CFC consumption and achieve subsequent HCFC phase out targets.

Overall, there was general agreement that UNESCO should focus, in future planning, on practicing management by objective, setting a limited number of goals and having clearly articulated and measurable outcomes.

The Secretary-General had also proposed that on the occasion of future revisions to the base salary scale applicable to staff in the Professional and higher categories that are effected through the consolidation of post adjustment multiplier points into the base scale with a corresponding readjustment in the post adjustment multipliers, the annual base salary of the members of the Court and the judges and ad litem judges of the Tribunals, also be adjusted by the same percentage and at the same time (A/61/554, para. 83).

The target is to establish one such unit in at least one school in each atoll within the next two years.

He hoped that, in future negotiations on similar resolutions, the main sponsor would lead open-ended informal consultations throughout the process in order to ensure more transparency.

In the same resolution, the General Assembly endorsed the conclusions and recommendations of the Committee requesting the Secretary-General to fully implement Assembly resolution 64/259, entitled “Towards an accountability system in the United Nations Secretariat” and to present concrete measures and actions taken to promote the culture of accountability within the Secretariat in future plan outlines, as well as in the biennial programme plans of the strategic framework.

One delegation noted the potential benefits of a programme on coordinated development of roads, which would be launched under the auspices of the Shanghai Cooperation Organization in the coming years.

At its sixty-fifth session, the General Assembly decided to continue the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea for the following two years, in accordance with resolution 54/33, with a further review of its effectiveness and utility by the Assembly at its sixty-seventh session; decided that the Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socio-economic Aspects, would be overseen and guided by an Ad Hoc Working Group of the Whole of the General Assembly, composed of Member States; and requested the Secretary-General to designate the Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs to provide secretariat support to the Regular Process, including its established institutions (resolution 65/37 A).

While the Government continues working with the Joint Drug Interdiction Task Force to make Sierra Leone and the West African subregion drug-free, the narcotic trafficking menace in West Africa and organized cross-border crime remain real threats and require UNIPSIL’s continued engagement in Sierra Leone for many more years to come, especially with the fast-approaching 2012 presidential, legislative and local government elections.

(e) Broadening the scope of the current UNCITRAL PFIPs instruments in any future text, to cover forms of private financing in infrastructure development and related transactions not currently covered, such as public-private partnerships (PPPs) that might not include infrastructure development, concessions over natural resources and the private provision of services previously provided by Government.

The Executive Committee greatly appreciates the effort of Islamic Republic of Iran to reduce ODS consumption and expresses the expectation that in the next two years, the Islamic Republic of Iran will continue the progress achieved, sustain and build upon its current level of CFC reductions to achieve complete CFC phase-out in order to comply with the Protocol’s reduction schedules and achieve its phase-out targets as stipulated in its Agreement with the Executive Committee, including efforts to prepare HPMP to address the HCFC accelerated freeze and phase-out schedule.

In view of our concern for the well-being and future of Arab citizens, consultations took place on ways of overcoming obstacles to achieving the Millennium Development Goals; the importance of building and activating human capacities; improving education and scientific and technical research; encouragement and support for innovation; the empowerment of women to play an effective and fundamental role in Arab societies; poverty reduction; unemployment; and the provision of higher standards of health care, all of which are fundamental components in the development of our societies in forthcoming decades.

We recognize that productive capacity-building is a development multiplier and that the renewed and strengthened partnership should give priority to this issue in the next decade in a coherent manner.

The Commission agreed to initiate new work on the standardization of bitter varieties of cassava, as a separate standard, with the understanding that the Committee might consider, at a later stage, the possibility of having a single Standard applicable to both types of cassava, consistent with the Codex approach to develop more horizontal and inclusive standards when possible.

Those were potentially relevant to part (b) of the objectives of the workplan and would be considered at future workshops and carried forward into the discussion about potential additional work that would take place at the end of the series of workshops.

When I cast my vote later or on this motion, I would actually vote on the first point I mentioned just now: according to the CMI, a sanction is to be imposed under Rule 85 because of a breach of Rule 83A.

Mr. President, and with your customary leadership and courage, this body will break out of its stagnation, and that a new era — an era of negotiations able to weigh the security needs of all members — will be able to be reflected in the report of the Conference on Disarmament at the end of this year’s session.

The integrated resources framework of the strategic plan as adjusted and amended in the midterm review (DP/2011/22 and annexes) requires the full support of Member States if the prescribed targets are to be achieved in future years and if the organization is to achieve the development results and impact to which its strategic plan aspires.
