It was noted that while both matters belong to the larger family of mine action, mine clearance and victim assistance have different timelines, involve distinct national and international actors and relate to different national institutional and regulatory frameworks and budget lines.

Starting from the objective to ensure increase of welfare of the country through rationalisation of policies of social protection and increase of access to high quality services, cooperation will focus on activities of reform of the social assistance system, emphasis being made on an efficient system of social services, development and diversity of social service through promotion of the principle of non-institutionalisation, redirection of financial means from residential institutions to community and family service, as well as other types of services.

The League of Arab States, which, since the beginning of the crisis, has played out an effective and constructive role in order to end the bloodshed and resolve the situation in Syria in a wise manner and without resort to violence, expressed at its most recent summit, held in Baghdad, its strong support for the mission of Mr. Kofi Annan as it sought to achieve a rapid and comprehensive end to all acts of violence in Syria, while emphasizing the complete and immediate implementation of the six-point proposal presented by the Joint Special Envoy and accepted by all parties, so that a political solution for the crisis in Syria could be found and a response provided for the legitimate aspirations of the brotherly people of Syria.

Introducing the report of the Secretary-General on the implementation of General Assembly resolution 65/160 and the implementation of the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa (A/66/291, chap. II), he said that the document provided updates on the preparations for the High-level Meeting and reviewed the proceedings and outcomes of the ninth session of the Committee for the Review of the Implementation of the Convention and the second special session of the Committee on Science and Technology.

In addition, it was pointed out that, as far as the duty to cooperate in the fight against impunity seemed to underpin the obligation to extradite or prosecute, a systematic assessment, based on State practice, needed to be made of the extent to which that duty could elucidate, as a general rule or in relation to specific crimes, work on the topic, including work in relation to the material scope, the content of the obligation to extradite or prosecute and the conditions for the triggering of that obligation.

In paragraph 63 of his report (A/64/380), the Secretary-General provides information on a number of related initiatives being implemented concurrently with ERP within the United Nations Secretariat and missions, including: IPSAS implementation, the talent management system (recruitment and staffing), Lean Six Sigma (non-systems process improvement), enterprise content management and customer relationship management, as well as a fuel management system and a rations management system for peacekeeping functions.

5. The strategic direction of the subprogramme derives mainly from the commitments agreed upon at relevant United Nations intergovernmental processes, including the Programme of Action of the World Summit for Social Development, the Programme of Action of the International Conference on Population and Development, the Beijing Declaration and Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of Persons with Disabilities, the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the Madrid International Plan of Action on Ageing, the World Programme of Action on Youth, and the United Nations Millennium Declaration as well as the commitments adopted at the High-level Plenary Meeting of the General Assembly in 2010 and the Political Declaration on HIV and AIDS: Intensifying our Efforts to Eliminate HIV and AIDS.

At the same meeting, speaking on behalf of the Rio Group, the representative of Chile: reiterated the Group’s support for the legitimate rights of Argentina in the sovereignty dispute with the United Kingdom; recalled its declaration and special communiqué on the exploration for fossil fuels on the continental shelf around the Islands, adopted by the Heads of State and Government of Latin America and the Caribbean gathered at the Unity Summit held in Mexico on 22 and 23 February 2010; rejected the military activities of the United Kingdom in the Islands, which ran counter to the region’s policy of seeking a solution to the dispute through peaceful means; and also recalled the declaration on that matter that had been adopted in Santiago in October 2010 (see A/C.4/66/SR.2).

In addition to those rights, the legal regime of trials in the absence of the accused before the Special Tribunal for Lebanon includes two obligations incumbent upon the Tribunal: (a) the Tribunal must assign defence counsel to the accused; and (b) trial proceedings conducted in the absence of the accused must not differ from those conducted in the presence of the accused (rule 107).

The proposed workshop could examine and discuss, for example, the following issues: a global overview of the state of the treatment of women in detention and in custodial and non-custodial settings and sharing of national best practices and experiences in the implementation of the Bangkok Rules; practical solutions for issues related to legislation, procedures, policies and practices for women prisoners, alternatives to imprisonment for women offenders, and their reintegration into society; the provision of technical assistance and advisory services in the implementation of the Bangkok Rules, as well as cooperation among relevant United Nations entities, intergovernmental and regional organizations and non-governmental organizations in that regard; and the dissemination of the Bangkok Rules and related training and awareness-raising activities and the promotion of research and programmed evaluation in that field.

The armed conflicts currently raging and their psychological and physical harm to civilians in various corners of the world — including Afghanistan, the Democratic Republic of the Congo, Iraq, Somalia, Chad, the Philippines, Nepal and elsewhere — should compel Member States to draw on all proposals on the protection of civilians in armed conflict made by the United Nations, and the Secretary-General and his representatives in particular, in order to draft effective resolutions establishing investigative committees or similar entities to protect civilians in a practical and concrete manner.

The Commission noted with appreciation the announcement by the Russian Federation to provide the secretariat with financial support for technical assistance activities in Central Asia related to increasing ICT connectivity and creating a single regional information space.

The Observer from the IFU noted that issues surrounding the establishment of maximum limits for pesticide residues for processed products in the General Standard for Fruit Juices and Nectars, as indicated in Section 1.2.4, could be addressed by the Committee on Pesticide Residues as a general issue since the Committee on Processed Fruits and Vegetables excluded fruit juices and related products from its terms of reference.

At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).
