Legislation has been made more flexible: the school year of pupils with more serious disabilities in basic school has been extended by up to three years; marking system has been made more flexible in order to ensure opportunities for acquiring basic education and for further study on secondary school level for pupils with mental disability.

The Commission noted with appreciation the announcement by the Russian Federation to provide the secretariat with financial support for technical assistance activities in Central Asia related to increasing ICT connectivity and creating a single regional information space.

The General Assembly reaffirmed that the Palestine refugees were entitled to their property and to the income derived therefrom; requested the Secretary-General to take all appropriate steps, in consultation with the United Nations Conciliation Commission for Palestine, for the protection of Arab property, assets and property rights in Israel; urged the Palestinian and Israeli sides, as agreed between them, to deal with the important issue of Palestine refugees’ properties and their revenues within the framework of the final status negotiations of the Middle East peace process; and requested the Secretary-General to report to the Assembly at its sixtyfifth session on the implementation of the resolution (resolution 64/90).

Given the regional dimension of the conflict, I reiterate the recommendation in my report on the situation of children in Chad (S/2008/532) that the respective United Nations country teams in the Central African Republic, Chad and the Sudan, as well as the BONUCA, MINURCAT and African Union-United Nations Hybrid Operation in Darfur political and peacekeeping missions dedicate the required resources to ensure that mechanisms are in place for information exchange and cooperation on cross-border child protection concerns such as the recruitment, release and reintegration of children.

While the number of conflict-affected areas has been reduced with ceasefire agreements, armed clashes affecting civilians caught in the middle continue to be reported.

When UNOCI personnel are not present, however, there is no police or customs presence and, as the Group indicated in its midterm report (see S/2010/179, para. 102), suspicious flights remain unrecorded.

By draft decision V, the Council would decide to suspend the consultative status of the Centre Europe-tiers monde for a period of two years and to request the non-governmental organization to submit a letter to the Committee before the expiration of the suspension period, confirming that it will conform at all times to the principles governing the establishment and nature of its consultative relations with the Council, as stipulated in paragraph 55 of Council resolution 1996/31.

Finally, Uganda will continue to support all the parties in the Middle East in their efforts to achieve comprehensive peace based on the vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders, as envisaged in Security Council resolution 1860 (2009) and other relevant Council resolutions.

Regarding the Government's proposal on the redevelopment of the Central Market, the Panel opines that the Government should build a new market for the affected stallholders and that the existing stallholders of the Central Market should be allowed to continue their business in the Central Market pending the completion of the new market.

Both versions are also available with a central interruption to allow indication of yarn breakage in the left- and right-hand sections of the weaving machine.

(b) Request the Secretariat to investigate the possibility of the contractor for the technical audits in China submitting an interim report including audits of HCFC-141b producing plants, and to the extent possible HCFC-22 producing plants, and a final report of a comprehensive audit of all HCFC producing plants without prejudice to which HCFC producing plants would be addressed first for phase-out.

In view of the fact that national research and development account for a mere 0.36 per cent of GDP, Mauritius has created a Ministry of Industry, Science and Research, introduced a new approach to the teaching of science in secondary education, and provided support to the Mauritius Sugar Industry Research Institute and the Mauritius Oceanography Institute.

In middle-income countries, UNICEF will seek to leverage the financial capacity, and often-extensive technical skills, of national partners for children and women, including through: support to monitoring and situation analysis; strengthening capacities in key institutions promoting children’s rights; advocating for pro-child and gender-sensitive policies, laws and budgets; enhancing partnerships for children; facilitating the exchange of knowledge and experience; and promoting attention to disparities, exclusion and discrimination, where these remain major issues.

Those resolutions include Security Council resolution 487 (1981) and, in particular, paragraph 5 thereof, which calls upon Israel urgently to place its nuclear facilities under the safeguards of the International Atomic Energy Agency; the two IAEA resolutions Nos. Prof. Park with two other eminent professors (Prof. P. Taking into account the optimistic view of the Directors on the EMS business of the Group, in particular in view of its recent focus of development, expected enhancement of its production capacity and existing contracts with customers in the EMS business, as detailed in the section headed “Business of the Group” and “Information of Ever Tech” above, and the increasing trend of production and sales of automobiles in the PRC as detailed in the section headed “Overview of automotive industry in the PRC” above, and the Acquisition represents an opportunity for the Group to consolidate control over the EMS business and acquire technologies complementary and synergetic to the existing business operations of the Group, we consider that the Acquisition is in line with the business development of the Group and in the ordinary and usual course of business of the Company.

It would work with the countries in the region to create conditions for a successful conference, but its ability to do so had been seriously jeopardized because the final document singled out Israel in the section on the Middle East, a fact that the United States deeply regretted.

In his report (A/C.5/59/2 and Corr.1, paras. 94-95), the Secretary-General, following his recommendation that emoluments of the members of the Court and the judges of the Tribunals be increased from US$ 160,000 to US$ 177,000, stated that, based on the decision of the General Assembly contained in section VIII of its resolution 53/214 to set the retirement pension for the members of the Court at one half of the annual salary, the annual retirement benefit of a member of the Court retiring in 2005 would increase from US$ 80,000 per annum to US$ 88,500 with effect from 1 January 2005 and that, based on the proposed increase in the base salary of the members of the Court, it was recommended that pensions in payment be increased by 10.6 per cent, effective 1 January 2005.

With over half of the regular budget concentrated on four priority areas – literacy, teachers, skills for the world of work, and sector-wide policy and planning – and increased geographical targeting in the design of activities, the Sector’s newly focused approach is enabling it to scale up its visibility and impact at country level.
