In his capacity as Rapporteur of the Advisory Committee, the Permanent Representative of Bangladesh to ESCAP presented the highlights of the activities of the Committee during the preceding year.

Taking into consideration its own comments in paragraph X.16 above, the Committee is of the view that any additional requirements for the implementation of the web-based follow-up system should be met from a more rational utilization of resources under staff travel and consultants, as well as contributions from member organizations.

The Committee has commented further on the issue of business continuity in chapter I above.

The consideration of the Preliminary Tenancy Agreement, on an annual basis, falls within the threshold prescribed in Rule 14A.34 of the Listing Rules, and therefore the Preliminary Tenancy Agreement and Annual Caps are exempted from independent shareholders’ approval requirements but subject to the reporting and announcement requirements under Chapter 14A of the Listing Rules.

It will be prudent to ensure from the outset that they are deployed in ways that mitigate the risks and reduce resource and energy use (see box 3), for example, through product review processes that ensure sustainability requirements before introduction to the market.

Another important reason is the complexity and cost of acquiring rights, especially in foreign markets and, above all, of enforcing such rights in courts.

With regard to disarmament, demobilization, repatriation, resettlement or reintegration, the mission recommended that MONUC enhance the United Nations multidimensional strategy to address FDLR outlined in my last report (S/2009/623), including by considering a commander incentive programme targeting mid- to high-level FDLR commanders who are not implicated in the genocide or accused of having committed atrocities against civilians in the Democratic Republic of the Congo.

The task will be daunting, partly because of the massive investments locked into brown energy technology and its interdependencies with the broader economic system; and partly because, as present knowledge suggests, there may be technical limits to the massive scaling up of renewable energy technologies (such as wind and solar power), given present conversion efficiency as well as the limits to deployment of those technologies and improvements in their energy-use efficiency.
