This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Duringthis session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

Algeria was encouraged by the measures and efforts already under way to promote the rights of vulnerable groups, especially children and women, and by the increased participation of women in the labour market.

Furthermore, as noted in paragraph 2 above, pursuant to General Assembly resolution 63/266, the Secretary-General has included in his report a projection of the total budget for special political missions for the biennium 2010–2011, which he estimates could amount to some $1,148,739,700, or $319,811,300 more than the provision for special political missions in the proposed programme budget for the biennium 2010–2011 (see A/64/349, para. 78 and annex III).

The resolution to be adopted by the Security Council on the cessation of aggression and war against Gaza must reiterate the need for the political process to continue under genuine and effective international supervision in order to ensure that an independent Palestinian State will be created within the 1967 borders and with Al-Quds Al-Sharif as its capital; that a just and agreed solution will be found to the issue of Palestinian refugees in accordance with General Assembly resolution 194 (III) of 1948; and that all detainees and prisoners will be released.

a) To define “pesticide” and other related terms in a way consistent with Codex; b) To provide a list of maximum residue limits (MRLs) and extraneous maximum residue limits (EMRLs), to adopt MRLs/EMRLs recommended by Codex as the backbone as well as the Codex’s classification of foods; c) To prohibit the import and sale of the concerned food for which no MRL/EMRL had been specified, unless DFEH was satisfied that the detected level would not be dangerous or prejudicial to health; d) To provide a list of exempted substances; e) To accept applications for adding / revising MRLs and exempted substances; f) To dovetail the proposed Regulation with the registration of pesticides for use on food crops under the PO, Cap. 133; and g) To commence the proposed Regulation after a two-year grace period.

For Canada, those covered the terminal phase-out management plan for ODS in the refrigeration and air-conditioning sector in Saint Lucia and the terminal phase-out management plan for Annex A Group I substances in Uruguay; for Italy, the umbrella project for terminal phase-out of ODS in the solvent sector in the Democratic Republic of Congo, the phase-out of methyl bromide as a soil fumigant in Morocco, and the terminal CTC phase-out project in Serbia; and for Spain, the phase-out of methyl bromide in horticulture in Libyan Arab Jamahiriya.

In accordance with article 11 of the Rules and Regulations, claims are eligible for inclusion in the Register if: (a) the claimant is a natural or legal person; (b) the claimant has substantially met the technical requirements for submitting a claim; (c) the claim is within the jurisdiction of the Register of Damage; (d) the claimant has established a legal interest in the claimed damage; (e) the claimed damage is material; (f) the claimant has established a causal link between the claimed damage and the construction of the Wall in the Occupied Palestinian Territory; (g) the claimed damage was in fact sustained; (h) the documents and assertions in support of the claim are substantially consistent; and (i) the claim has been established prima facie, based on the information and documents submitted by the claimant, giving the claimant the benefit of the doubt in appropriate cases and bearing in mind the varying circumstances with regard to title and residency status of claimants.

These include: a deep-sea port being constructed on the Indian Ocean near the Rakhine State capital of Sittwe, and parallel road, high-speed rail, and oil and natural gas pipelines that will create an energy and trade corridor to China’s landlocked south west; the Kaladan multi-modal project that will create a transportation corridor between the Indian Ocean and India’s eastern seaboard and its landlocked north east; and the Dawei Development Project which, if completed according to plan, would include a large industrial estate and modern deep-sea port in the south, with road and rail links for transhipment of goods to Thailand and on to Vietnam, cutting several days off the sea route through the Straits of Malacca.

Gambia also reported that it continues in collaborate to deliver mine risk education in communities in the affected areas and has a well trained and fully equipped humanitarian demining team which is always ready to respond to any emergencies.

Moreover, meetings of the Committee on Conferences may be required in compliance with paragraph 6 of resolution 35/10 A, by which the General Assembly decided that all proposals affecting the schedule of conferences and meetings made at sessions of the Assembly are to be reviewed by the Committee when administrative implications are being considered under the requirements of rule 153 of the rules of procedure of the Assembly.

Following a discussion, the Executive Committee decided to approve thepilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

The Subcommittee considered that the work in the following areas should be continued in the biennium 2011-2012: classification of desensitized explosives and oxidizing solids; issues related to dust explosion hazards; corrosivity criteria (consideration of pitting corrosion and suitability of tests C.1 for solids); further alignment of the criteria in the Globally Harmonized System with that of the Model Regulations; editorial revision of the chapters addressing skin corrosion/irritation; assessment of water-activated toxicity; implementation issues; further improvement of annexes 1, 2 and 3 of the Globally Harmonized System; and development of additional guidance for the labelling of small packagings.

Several delegations commended the secretariat for documenting and sharing good practices and country experiences in eco-city development, promotion of public transportation, green buildings, 3R (reduce, reuse, recycle) strategies, sustainable urban planning, solid waste management, water supply, sewerage, participatory approaches to urban management, promotion of public-private partnerships and municipal finance.

During theirvisit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence ofracial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

In the MedicalServices Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed upat their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided [...][...]
