At this stage of its analysis, the DRTF has considered a series of principles to guide the adjustments to UNESCO’s decentralized approach, the overarching ones being that it should preserve the many positive features of the current decentralized system, address all current challenges, seek to adapt to new developments and field architecture evolving from the ongoing United Nations country-level reform, enable full accountability and be sustainable and realistic in terms of financial allocations in the medium term.

In efforts to promote the implementation of the provisions of the United Nations Declaration on the Rights of Indigenous Peoples through the mobilization, inter alia, of financial cooperation and technical assistance, as provided in its article 41, the Chair called on the entities of the United Nations system to embrace indigenous peoples’ rights within existing international standards, in particular the World Heritage Convention, and to involve indigenous peoples in identification, nomination, protection and management of World Heritage sites.

Ecuador indicated that civilian private security services sometimes could have a negative effect on crime prevention and public safety owing to shortcomings in the current law; it reported that the national law would either be amended or replaced by a new one containing provisions that would allow for effective monitoring of the various areas in which private security companies operated.

The Committee notes that the consolidation will allow the new section to be headed by an existing Chief at the D-1 level, who will be responsible for developing and planning the objectives of the programme on space applications and UN-SPIDER, including its regional support offices and United Nations-affiliated regional centres for space science and technology education.

At the same session, the General Assembly noted with appreciation the convening of an open-ended intergovernmental expert group to conduct a comprehensive study of the problem of cybercrime and responses to it by Member States, the international community and the private sector, with a view to examining options to strengthen existing and to propose new national and international, legal or other responses to cybercrime (resolution 66/181).

4.8 The State party asks the Committee to note how similar the facts and situations described by the authors are and to take into account the socio-political and security context at the time; to note that the authors failed to exhaust all domestic remedies; to note that the authorities of the State party have established a comprehensive domestic mechanism for processing and settling the cases referred to in these communications through measures aimed at achieving peace and national reconciliation that are consistent with the principles of the Charter of the United Nations and subsequent covenants and conventions; to find the above-mentioned communications inadmissible; and to request the authors to avail themselves of the appropriate remedy.
