The strategic direction of the subprogramme derives mainly from the commitments agreed upon at relevant United Nations intergovernmental processes, including the Programme of Action of the World Summit for Social Development, the Programme of Action of the International Conference on Population and Development, the Beijing Declaration and Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of Persons with Disabilities, the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the Madrid International Plan of Action on Ageing, the World Programme of Action on Youth, and the United Nations Millennium Declaration as well as the commitments adopted at the High-level Plenary Meeting of the General Assembly in 2010 and the Political Declaration on HIV and AIDS: Intensifying our Efforts to Eliminate HIV and AIDS.

In the face of drug trafficking, the most destructive of all forms of transnational organized crime, Cuba was totally disposed to collaborate at the regional and international level in serious and concerted efforts, but pointed out that the problem could not be solved by acting exclusively — or even primarily — in centres of production and transit; the fundamental responsibility lay with the major centres of consumption.

In addition, generally applicable legal and other binding regulations of European and national law and the regulations for accident prevention and environmental protection in force in the country of use must be complied with.

There is a pressing need to create a central ministerial-level body with the authority and resources to manage energy security and effectively regulate energy policy and goals as well as reconcile competing interests between the vast state bureaucracy and state-owned companies.

Expressing grave concern about the continuation by Israel, the occupying Power, of settlement activities in the Occupied Palestinian Territory, in violation of international humanitarian law, relevant United Nations resolutions and the agreements reached between the parties, and concerned particularly about Israel’s construction and expansion of settlements in and around occupied East Jerusalem, including its so-called E-1 plan that aims to connect its illegal settlements around and further isolate occupied East Jerusalem, the continuing demolition of Palestinian homes and eviction of Palestinian families from the city, and intensifying settlement activities in the Jordan Valley

Some delegations expressed the view that it was not appropriate for the Executive Committee to take a decision on the Recommendations as the evaluation was clearly the responsibility of the Commission and all members should have the possibility to express their views in this respect.

Cuba was opposed to drawing up, outside the United Nations system, fallacious lists of countries ostensibly responsible for violations linked to transnational organized crime, such as those produced by the Department of State of the United States of America for purposes of political pressure and to justify unilateral sanctions without any legal or moral basis, especially the embargo against Cuba.

We underline that gender equality and the empowerment of women and girls are central to achieving better development outcomes, including all internationally agreed development goals as well as the Millennium Development Goals, and are essential to making progress towards social and human development and the eradication of poverty in least developed countries.

Consistent with its obligation not to provide source or special fissionable material, or equipment or material especially designed or prepared for the processing, use or production of special fissionable material to any non-nuclearweapon State for peaceful purposes unless the source or special fissionable material is subject to IAEA safeguards, and with decision 2, paragraph 12, of the 1995 Non-Proliferation Treaty Review and Extension Conference, with the exception of India, Canada will only authorize nuclear cooperation involving proliferationsignificant items with those non-nuclear-weapon States that have made an internationally legally binding commitment not to acquire nuclear weapons or other nuclear explosive devices and that have accepted IAEA safeguards on the full scope of their nuclear activities.

Delegations asserted that support for the poorest and most vulnerable countries was a moral obligation of the international community. It was also observed that such support was in the enlightened self-interest of all as the eradication of poverty would help to reduce conflict and control the spread of disease globally.
