These challenges emanated from two sources: insufficiency of human, financial and institutional capacity; and interference of certain outside forces that disregarded Eritrea’s legitimate national and regional interests.

Foreign ministry personnel are generally supportive of the new tack, but the old guard opposes pressuring Sudan or imposing sanctions on Iran, citing as justification traditional principles of Third World solidarity and non-interference, or the need to counterbalance U.S. power.

The strong leadership of Timor-Leste in other initiatives with regional and international partners also reflects the dividends of dialogue, as shown by, for example, its role in co-chairing or hosting the second International Dialogue on Peacebuilding and Statebuilding, the first Asia-Pacific Regional Conference on the Extractive Industries Transparency Initiative and the meeting of the Organization of Supreme Audit Institutions of the Community of Portuguese-speaking Countries and the Group of Seven Plus fragile States (see paras. 9, 18 and 48 above).

The Working Group is concerned that with the trend towards the erosion of the State monopoly of the legitimate use of force, the State is evading its duty to provide security for all its citizens equally.

In addition, UNDP will seek new partnerships with the private sector and build on long-standing partnerships with countries that have built national capacities in this sector and are capable of supporting other vulnerable countries in the area of disaster risk reduction through UNDP-facilitated South-South cooperation initiatives.

The General Assembly should emphasize the importance of renewable energy for sustainable development and focus on action to raise awareness of the potential of renewable energy; to improve access and affordability particularly for the most vulnerable; to give incentives for research, development and deployment of renewable energy technologies and encourage appropriate policies at all levels to that end; and to encourage adequate sustained financing and consider innovative ways for further promotion of the renewable energy sector.

For this reason the National Policy on Migrants17 was developed; coordinated by the Ministry of Foreign Affairs, it is implemented in close cooperation with the competent Government bodies and human rights NGOs working with migrants.
