Promotion of human rights and the fight against discrimination: UNESCO will implement the UNESCO Strategy on Human Rights, aimed at strengthening outreach, advancing policy-oriented research on rights within UNESCO’s areas of competence, especially through the consolidation of two regional research networks in Latin America and in Africa and a strengthening of cooperation with principal partners, such as national human rights institutions, UNESCO Chairs, universities, and human rights research and training institutions.

In developing its feature programming, the Department has established co-production and cooperation partnerships with a wide range of United Nations organizations and offices, including the United Nations Population Fund (UNFPA), the United Nations Development Fund for Women (UNIFEM, now part of UN-Women), the United Nations Democracy Fund, the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP), the Office of Legal Affairs, the Department of Peacekeeping Operations, the Department of Political Affairs, the Department of Economic and Social Affairs, the Office of the Coordination of Humanitarian Affairs and the Office of the United Nations High Commissioner for Refugees, as well as the Government of the Netherlands.

Therefore, in accordance with the guidelines for the preparation of tables on illustrative indicators provided by the Office of the United Nations High Commissioner for Human Rights (OHCHR) (HRI/MC/2008/3), the data contained in this initial report are derived from process indicators, since, until a structural approach to the issue is developed, outcome indicators cannot be used.

Cuba advocates dialogue among cultures and civilizations and the vigorous rejection of the stale pretext of the so-called “clash of civilizations”, which is used to justify an aggressive militarism that threatens peace among peoples.

A number of joint evaluation activities related to humanitarian action were undertaken: (a) Evaluation of the Central Emergency Response Fund, the largest single funding source for UNICEF emergency operations (led by the United Nations Office for the Coordination of Humanitarian Affairs); (b) Joint Global Logistics Cluster Evaluation (led by the World Food Programme), due to report in 2012; and (c) inter-agency real-time evaluations of the responses to the emergencies in Haiti and in the Horn of Africa.

In a new draft workplan (A/CN.4/618) containing, inter alia, a restructuring of the draft articles, the Special Rapporteur gave the Commission an overview of the treatment of the topic of expulsion of aliens, indicating the work which in his view remained to be done.

The key areas of importance with regard to human resources were set out in three reports in particular: the detailed proposals for streamlining United Nations contractual arrangements (A/63/298), the report on amendments to the Staff Regulations (A/63/189) and the report on recruitment and staffing in the United Nations (A/63/285), which focused on the roster-based approach to staffing.

Pursuant to the joint road map to an integrated budget prepared by the United Nations Development Programme, the United Nations Population Fund and UNICEF, this joint report describes (a) proposed cost definitions and classifications of activities and associated costs for inclusion in 2010-2013 budget documents of the three organizations; and (b) results of the review of results-based budgeting models and methodologies, and the implications for improved linkages between the institutional and management results in the strategic plans and the resources required to achieve the results.

In accordance with paragraphs 10 to 12 of its revised reporting guidelines (CERD/C/2007/1), the Committee reiterates its previous recommendation that the State party collect and, in its next periodic report, provide the Committee, with reliable and comprehensive statistical data on the ethnic composition of its population and its economic and social indicators disaggregated by ethnicity, gender, including on Aboriginal (indigenous) peoples, African Canadians and immigrants, to enable the Committee to better evaluate the enjoyment of civil, political, economic, social and cultural rights of various groups of its population.

Cuba reiterates its position in favour of a just, lasting and comprehensive peace for all the peoples of the Middle East region that would put an end to the occupation of all Arab territories occupied by Israel since 1967 and guarantee the exercise of selfdetermination by the Palestinian people through the establishment of an independent and sovereign State of Palestine, with East Jerusalem as its capital.

The core of the Department’s outreach services is to be an instrument of this accountability to the peoples of the world who have, through their direct participation and questioning, helped define the Organization’s aspirations and activities as assuredly as the Member States who ensure their institutional representation and provide legislative direction.

In addition, the ISU sought to broaden collaboration on victim assistance to include a number of actors that do not regularly participate in the work of the Convention, including the World Health Organisation, the International Labour Organisation, the International Disability and Development Consortium and the United Nations Office of the High Commissioner for Human Rights.

At the global level, his delegation appreciated the work of the Permanent Forum on Indigenous Issues, endorsed the recommendation contained in paragraph 26 of the report of the United Nations High Commissioner for Human Rights (A/63/166) and reiterated the appeal made to Member States and donors in paragraph 47 of that report.
