The insurgency failed to achieve this objective, owing to a combination of persistent Afghan and ISAF conventional and special forces operations, ongoing clear, hold and build operations, reintegration efforts, and the expansion of local defence initiatives.

I certainly agree that crowd control is necessary, but we should offer encouragement rather than conducting "sterilization" or raids, thereby making application necessary for the staging of on-street performances, which is indeed ridiculous.

The award of the Nobel Peace Prize to the dissident LIU Xiaobo and the United States' blockage of China in the Diaoyutai Islands incident are seen as moves of the western world, leaded by the United States, to isolate, attack and besiege China.

In the course of consultations with key constituencies (Member States, United Nations and academia) around the desirability of preparing a draft universal declaration of ethical principles in relation to climate change, it became clear that significant work is needed on the upstream clarification of basic ethical principles, including but not limited to climate change issues, along with downstream development of practical policy tools.

Assistance focuses on (a) establishing legal and policy frameworks consistent with international standards and norms; (b) strengthening the capacity of domestic institutions, in particular anti-corruption bodies and criminal justice institutions, to effectively prevent and control corruption in an integrated and coordinated way; (c) enhancing integrity, accountability and transparency in public and private sectors, including the management of public resources; (d) supporting relevant Government institutions in international cooperation and the recovery of assets at the domestic and international levels; (e) development of strategic and thematic partnerships with members of the international community and United Nations system to ensure coherency in the delivery of technical assistance; and (f) supporting the establishment of networks and platforms for policy dialogue and peer learning among Member States at the regional and international levels.

For its part, Viet Nam would develop a plan of action to implement effectively the universal periodic review recommendations and would stand ready to discuss and share experience with all countries and international organizations to better ensure human rights in Viet Nam and the world.

The outputs to be delivered under this component are set out in paragraph 29C.35 of the budget document, and include the provision of a wide array of training programmes designed to build and sustain the Organization’s leadership and managerial capacity; improve the human and financial resources management expertise of programme managers and staff with administrative responsibilities; upgrade the information technology skills of Secretariat staff; build and strengthen linguistic capabilities; and support career development and upgrade substantive skills.

In future, when the fair competition law is drafted, we hope it can specifically provide that the conduct of large consortia in "abusing their market positions" should be regulated, and efforts should be made to study how the provisions can be drafted to become more effective deterrents.

(b) On 26 November, while conducting clearance of a suspected insurgent training camp close to the Pakistan border, ISAF and Afghan security forces units came under fire from the overlooking ridgeline in Pakistan.
