The Governing Council endorsed the APCICT work plan for 2012, which included expanding the APCICT flagship information and communications technology for development (ICTD) capacity-building programme called the Academy of ICT Essentials for Government Leaders; strengthening the pool of Academy programme resource persons; customizing, translating and localizing the Academy training content and other APCICT capacity development resources to reach a wider audience; further expanding APCICT activities for new beneficiary groups such as youth, academic institutions and civil society organizations; implementing customized monitoring and evaluation mechanisms to meet the unique needs of different groups or ”tiers” of Academy partners; enhancing research efforts as well as knowledge sharing; and strengthening advisory services for information and communications technology (ICT) human capacity development in member States and to institutionalize APCICT ICTD training programmes.

He further urged States to identify emergency education plans and to create a study programme that was adaptable and non-discriminatory as a response to the needs of boys and girls in emergency situations.

The International Union for Conservation of Nature project on “Management of Climate Change Impacts on Coral Reefs and Coastal Ecosystems in Tsunamiaffected Areas of the Andaman Sea and South Asia”, described in paragraphs 174 and 215 above, also provides an example of context-specific project planning through a methodological approach, building on a detailed review as well as extensive consultations with, and involvement of, communities.

Such materials reflect international best practice, are compatible with all legal systems of origin, transit and destination countries, and have been designed for adaptation into localcountry contexts.

Effective capacity-building hinges on an active collaboration of these main stakeholders, aimed at adapting the implementation of this Recommendation to regional contexts in order to define and refine the local strategies and objectives, action frameworks and resource mobilization schemes.

In this respect, good forest governance, tenure security, local participation, cross-sectoral and landscape-level policy frameworks, as well as increased funding and political commitment, were considered of high importance.

As the system of education of reindeer herders cannot exist outside of a nomadic way of life, it is very important to develop educational institutions and adaptive models of education that are suited to the specific needs of reindeer herders and their families in particular, such as nomadic schools and distance learning systems.

Context-specific approaches promote teaching practices that are consistent with the principles of effective teaching but also systematically assist teachers to translate those principles into locally adapted applications.
