The COMEST Sub-Commission on the ethics of outer space was convened in Jaén, Spain (June 2003) and a workshop on the ethics of space activities will be held during the International Astronautical Congress (IAC) in Bremen, Germany (2 October 2003).

With a view to framing proposals for a cultural tourism policy, UNESCO took part in the international conference, held on 14 March 2002 as part of the International Tourism Fair in Paris, on the subject of “Tourism, ethics and globalization” and in an international symposium on the subject “The quality requirement: tourism, heritage and local development” (27 April 2002, Ubeda, Spain), organized by the Ubeda municipal authorities, ICOMOS and the Provincial Delegation of Jaén for Tourism and Sport.

Since the last periodic report (1995) on the implementation of the Convention, the following 28 States have become party to the Convention: Barbados, Bolivia, Botswana, Canada, China, Colombia, Costa Rica, Denmark, El Salvador, Equatorial Guinea, Eritrea, Honduras, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Paraguay, Portugal, Republic of Moldova, Rwanda, Serbia and Montenegro, Seychelles, South Africa, Sri Lanka, the former Yugoslav Republic of Macedonia, Uruguay, Uzbekistan and Zimbabwe; of those 28 States the following 16 States have joined the Protocol: China, Colombia, Costa Rica, Denmark, Dominican Republic, El Salvador, Honduras, Kazakhstan, Latvia, Lithuania, Panama, Paraguay, Republic of Moldova, Serbia and Montenegro, the former Yugoslav Republic of Macedonia and Uruguay.

That, as the successive outbreaks of avian flu in various parts of Asia has caused the public's confidence in consuming live poultry to sag drastically, dealing a severe blow to the livelihood of those engaged in the live poultry and other related trades, this Council urges the Government, while continuing to adopt rigorous measures to prevent the outbreak of the disease, to make every effort to restore the public's confidence in consuming live poultry, and provide compassionate measures for the affected stall or shop operators, including granting discretionary rent reduction or waiver to the tenants of stalls or shops in government premises and offering low interest loans to the trades concerned, so as to tide them over the difficult times until their normal business resumes.
