At its sixty-sixth session, the General Assembly reiterated its call upon States to take, in a timely manner, the measures necessary to implement the actions and attain the goals and targets set out in the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem; urged all Governments to provide the fullest possible financial and political support to the United Nations Office on Drugs and Crime by widening its donor base and increasing voluntary contributions, so as to enable it to continue, expand, improve and strengthen its operational and technical cooperation activities, within its mandates, in particular with a view to the full implementation of the Political Declaration and Plan of Action, and recommended that a sufficient share of the regular budget of the United Nations continue to be allocated to the Office to enable it to carry out its mandates in a consistent and stable manner.

Following the discussions, the convenor of the contact group, advised that following consultation with the representatives of the Government of Thailand, consensus was reached on a reduced budget for the RAC component, additional language to the decision and minor changes to the Agreement to support the introduction of lower GWP alternatives.

At its sixty-fourth session, the General Assembly requested the United Nations Office on Drugs and Crime, within its mandate, to intensify its efforts to continue to systematically develop specialized legal knowledge in the area of counter-terrorism and pertinent thematic areas of relevance to the mandates of the Office and to provide, upon request, technical assistance for building the capacity of Member States to ratify and implement the international conventions and protocols related to terrorism, especially through the preparation of technical tools and publications and the training of criminal justice officials, and requested the Office to report to the Commission on Crime Prevention and Criminal Justice at its nineteenth session on the activities of the Office in that regard; and also requested the Secretary-General to submit to the Assembly at its sixty-fifth session a report on the implementation of the resolution (resolution 64/177).

At the 1st meeting, on 11 April 2011, opening statements were made by the Executive Director of UNODC, by the representatives of Kenya (on behalf of the States Members of the United Nations that are members of the Group of African States) and Chile (on behalf of the States Members of the United Nations that are members of the Group of Latin American and Caribbean States) and by the observers for Lebanon (on behalf of the States Members of the United Nations that are members of the Group of 77 and China), the Syrian Arab Republic (on behalf of the States Members of the United Nations that are members of the Group of Asian States) and Hungary (on behalf of the States Members of the United Nations that are members of the European Union).

Fortieth anniversary of the Convention with the support of Switzerland; cooperation with INTERPOL (joint meeting on trafficking in February 2010, contribution to the Stolen Works of Art Database, raising awareness of inventories), with the International Council of Museums (ICOM) (preparation of the ICOM Red Lists for Haiti and Cambodia, restitution of the Makonde Mask by the Barbier-Mueller Museum, Geneva, to the United Republic of Tanzania) and with the United Nations Office on Drugs and Crime (UNODC) strengthening relations with international auction houses; strengthening cooperation with academic institutions (the Geneva Art-Law Centre, the Mexican Centre of Uniform Law and the Universities of Milan and Paris).

Recommendations In 2009, the United Nations Office on Drugs and Crime (UNODC) supported Member States in their efforts to achieve a world safer from crime, drugs and terrorism through research to expand the evidence base for policy and operational decisions; normative work to assist States in the ratification and implementation of international treaties, the development of domestic legislation on drugs, crime and terrorism and the provision of substantive and secretariat services for treaty bodies and governing bodies; and field-based technical cooperation and the development and implementation of regional and thematic programmes.

In addition to Afghanistan, UNODC gives priority, in implementing its programmes, to areas such as Central America, Latin America, South-East Asia as well as West Africa, where it was a question of not only of controlling drugs but also of improving criminal justice systems, since some countries in the region were emerging from conflicts and needed assistance to establish the rule of law.

The UNODC Computer-based Training (CBT) programme, given a “UN 21 Award”, has remained a cornerstone of UNODC technical assistance delivery, and 10 new areas of the CBT curriculum are being developed: the smuggling of migrants, advanced anti-human trafficking techniques, integrity and ethics, violence against women, identity crime, first responders to a crime scene, crimes against children, wildlife trafficking, training on HIV/AIDS for law enforcement staff and community policing.

The meeting was also attended by the following specialized agencies or other organization in the United Nations system: the International Labour Organization, UNDP, UNIFEM, the United Nations Children’s Fund, the United Nations Educational, Scientific and Cultural Organization, the United Nations Environment Programme, the United Nations Industrial Development Organization, the United Nations Office on Drugs and Crime, and the United Nations Population Fund.

With respect to the issue of jurisdiction in Somalia, the assistance of the United Nations Development Programme (UNDP) and the United Nations Office on Drugs and Crime (UNODC) will enable Puntland and Somaliland to try only “around 20 additional cases each per year” (S/2011/360, paragraph 10), but not for three more years.

As mandated by the Security Council in paragraph 12 (o) of its resolution 1925 (2010), MONUSCO, UNDP and the United Nations Office on Drugs and Crime, in close consultation with the authorities of the Democratic Republic of the Congo, initiated the development of a multi-year (2010-2012) joint United Nations justice support programme focused on developing the criminal justice chain, the police, the judiciary and prisons in conflict-affected areas and strategic programmatic support at the central level in Kinshasa.

Both the Security Council, in its resolutions 1851 (2008), 1897 (2009), 1976 (2011) and 2015 (2011), and the General Assembly, in its resolutions 64/179, 65/232 and 66/181 (and to a lesser extent in its resolutions 65/37 A and 66/231), have acknowledged the role of UNODC in providing technical assistance to States in the fight against piracy, specifically in the areas of developing the necessary legal frameworks and judicial and law enforcement capacities to enable the prosecution and incarceration of suspected and convicted pirates, allowing for transfers of convicted pirates to serve sentences in Somalia, improving prison capacity and conducting training for prison staff in Somalia.

Several issues were discussed including inter alia (i) the anticipated P-3 posts to be placed in the UNODC regional offices; (ii) the possibility of reducing the duration of the Palermo Implementation Review Group; (iii) the option of subsuming some of the working groups into the Palermo Implementation Review Group, provided that the review mechanism is adopted; and (iv) reducing the volume of documentation and the number of country visits.

(h) Work in close cooperation, while avoiding unnecessary duplication, with other special procedures and subsidiary organs of the Human Rights Council, relevant United Nations bodies, agencies and mechanisms, including the United Nations Office on Drugs and Crime, the Inter-Agency Coordination Group against Trafficking in Persons, the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, including its Working Group on Trafficking in Persons and the Working Group on the Review of the Implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto, treaty bodies and regional human rights mechanisms, as well as national human rights institutions, civil society and the private sector
