Government and the people of Djibouti, to express our heartfelt sorrow and profound condolences to the bereaved families and to the Government and the people of the Philippines for the torrential rains and heavy flooding that caused havoc and unprecedented disruption of lives and destroyed infrastructure.

I recall that the Syrian Arab poet Nizar Qabbani, who is known and read by all Arabs, imagined, if not predicted, such a scenario and meeting years before his death in a very famous poem that begins: “Damascus, the treasure of my dreams, shall I bemoan to you Arabism or bemoan my fellow Arabs to you?

The representative from Colombia, speaking on behalf of the Group of Latin American and Caribbean States (GRULAC), expressed the condolences of the group over the passing of Mr. Nettleford and welcomed the two new members of the Working Group.

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

The aim of the project is to contribute to the integration of national Education for All plans into national poverty eradication strategies by ensuring synergy with ongoing projects on education and training regarding the culture of peace and human security; to strengthen human security by ensuring access by the most vulnerable sections of the community, in particular in rural areas, to basic social services, by providing multidisciplinary support to pilot projects at the local level.

The mandate of the Commission is to decide through binding arbitration all claims for loss, damage or injury by one Government against the other, and by nationals (including both natural and juridical persons) of one party against the Government of the other party or entities owned or controlled by the other party that are (a) related to the conflict that was the subject of the Framework Agreement, the Modalities for its Implementation and the Cessation of Hostilities Agreement, and (b) result from violations of international humanitarian law, including the 1949 Geneva Conventions, or other violations of international law.

Although a lot of people consider this a display of their dignity and integrity, this is indeed a tragedy in our society, which has created tremendous social conflicts and made society pay a great price.
