The Conference, the MAB Council, and the “Dresden Declaration on Biosphere Reserves and Climate Change” consider biosphere reserves as effective instruments for addressing climate change mitigation and adaptation.

Given that the Arab region is facing ever-increasing risks as a result of the degradation of environmental systems and the natural disasters that are occurring regularly because of increasing geological and climate changes, which have a direct impact on lives, infrastructure, means of livelihood and sustainable development, we affirm implementation of the Arab strategy to reduce disaster risk 2020 and commitment to the Arab declaration and statement on climate change and the related resolutions, and promise to devise an Arab plan for dealing with climate change.

Its objectives are to (a) facilitate and promote the exchange of all marine data and information including metadata, products and information in real time, near real time and delayed mode; (b) ensure the long-term archiving, management and services of all marine data and information; (c) promote the use of international standards and develop or help in the development of standards and methods for the global exchange of marine data and information, using the most appropriate information management and information technology; (d) assist Member States to acquire the necessary capacity to manage marine data and information and become partners in the network; and (e) support international scientific and operational marine programmes of IOC and WMO and their sponsor organizations with advice and data management services.

The representatives of the World Meteorological Organization (WMO) and the WMO/ESCAP Panel on Tropical Cyclones each delivered a statement.

The representative of WMO expressed concern that many national meteorological and hydrological services in the region were marginalized in the larger discussion of disaster risk reduction and climate change at the global level despite major loss of life and economic damage caused by disasters.

Among the proposals for “other priorities” were: disaster prevention and mitigation; development of ethical principles for sciences and technology through cooperation between natural, social and human sciences; enhancing linkages between science and development; addressing “consumerism”; promotion and utilization of indigenous knowledge systems; desertification and climate change; biodiversity and the development of related policies; and the development of science and technology and innovation policies.

The Committee considered the following issues: (a) trade, investment and climate change: linkages, impacts and the concerns of developing countries; (b) opportunities for trade and investment in climatesmart goods and services; (c) policies to promote trade and investment in climate-smart goods and services; and (d) regional cooperation and the role of ESCAP.

However, when implementing this approach, planners and practitioners face considerable uncertainty over future developments in the economy as a whole and the likely impacts from climate change.

Furthermore, it offers policy recommendations on how to foster industrial development in Africa in the new global environment characterized by changing international trade rules, growing influence of industrial powers from the South, the internationalization of production and increasing concerns about climate change.

Recommendations from the side event included (a) an urgent need to implement international laws on the rights of indigenous peoples in domestic and local legal systems, and to ensure not only formal equality but also equality in practice of indigenous peoples’ rights to lands, territories and resources; (b) a need to undertake a study on the impacts of land-use change and climate change on indigenous reindeer herders’ economies and land management; (c) a need to increase reindeer herders’ capacity in negotiating with developers competing for their grazing land in public or private industrial development and having access to free legal advice; and (d) a need to increase the transparency in decision-making concerning land use and resource exploration and exploitation.

Concerned further by the negative impacts that desertification, land degradation, loss of biodiversity and climate change have on each other, recognizing the potential benefits of complementarities in addressing these problems at all levels in a mutually supportive manner, and recognizing also the interrelationship between climate change, loss of biodiversity and desertification and the need to intensify efforts to combat desertification and to promote sustainable land management

Examples were given of national, bilateral, regional and international programmes to further socio-economic and sustainable development, notably in the following areas: agriculture and fishery; monitoring climate change; disaster management; hydrology; managing ecosystems and natural resources; monitoring air and water quality; mapping biodiversity resources, coastal zones, land use, wasteland and wetlands; oceanography; rural development and urban planning; and safety.
