The main Darfur insurgency groups, the Justice and Equality Movement (JEM) and Sudan Liberation Movement/Army (SLA), continue to fight and contemplate possible alliances with the SPLM (if the referendum is endangered) and with armed tribal groups such as the Baggara in Darfur and Kordofan, the Nuba and Ingesana in Blue Nile and disgruntled constituencies in the East and north of Khartoum.

Community-based child protection systems can also help to reduce the overall vulnerability of children and provide special protection to children living and working in the streets, orphans and separated children, who are at particular risk of recruitment.

As already reported by the representative of France, the nuclear-weapon States recognized under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) — the permanent five — met in Paris on 30 June and 1 July to engage on issues bearing on nuclear disarmament and non-proliferation,and in particular steps outlined in the action plan adopted at the 2010 Review Conference of the Parties to the NPT (NPT/CONF.2010/50 (Vol. I)).

Interaction with relevant international, regional and subregional organizations and other intergovernmental institutions and arrangements, in particular those possessing non-proliferation expertise, contributes to the effective implementation of resolution 1540 (2004) by strengthening cooperation through the exchange of information, the sharing of implementation experiences and lessons learned, and coordination in facilitating assistance to Member States.

The African Group calls for the total elimination of nuclear weapons, as provided for by the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), in a transparent, verifiable and irreversible manner.

The Security Council also endorsed the following benchmarks introduced as preconditions for further drawdown of the UNOCI force: completion of credible disarmament, demobilization and reintegration of former combatants and dismantling of militias; successful completion of the elections; commencement of security sector reform, in particular confidence-building measures within a broader framework for democratic governance and oversight of the security sector, reunification of the army and establishment of functional and republican Ivorian armed forces and security services; and restoration of State authority throughout the country.
