Each of the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

The recosting reflected in the report of the Secretary-General on the effect of changes in rates of exchange and inflation on the proposed budgets of both the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia for the biennium 2010–2011 (A/64/570) reflects the impact of the latest data on actual inflation, the outcome of salary surveys, the annual cost-of-living adjustments, the movement of post adjustment indices in 2009 and the effect of the evolution of operational rates of exchange in 2009.

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

In addition, measuring the programme implementation by expenditure rates of specific object-of-expenditure items may not be appropriate as expenditures at that level of detail are not always incurred in a linear manner during the biennium.

For budget lines with relatively small amounts, minor variations in the budget may give a large deviation in the “expenditure rate”, even though the impact of such a deviation is negligible in absolute terms.

The GICHD added that the destruction method to be used by Ukraine is safe, affordable, easily upgradable to national emission standards, simple to maintain and operate, built using readily-available materials and capable of sustaining high rates of output.

Despite such challenges, there were many important accomplishments, including: (a) responding to the majority of the claims brought to the Office, including the provision of summary advice (206 instances), to clients in more than 80 countries; (b) closure or resolution of 54 per cent of the 938 cases filed with the Office of Staff Legal Assistance during the year; (c) a high success rate before the Dispute Tribunal; (d) undertaking outreach to staff in the field; and (e) the development of relationships with internal and external partners, including United Nations staff unions and associations, staff-at-large, the Office of the United Nations Ombudsman and Mediation Services, the legal offices of the Secretariat and United Nations agencies, funds and programmes, law offices providing pro bono legal counsel, schools and universities.

Efforts at development of human capacities in least developed countries have been affected by high incidence of poverty, mass unemployment, high population growth rates, poor health and nutrition outcomes, as evidenced by high child and maternal morbidity and mortality rates and the high burden of undernutrition, the prevalence of communicable diseases, including HIV/AIDS, malaria, tuberculosis and polio, and the growing burden of non-communicable diseases.

The decrease as compared to prior period was due largely to the continued drop in the interest rate on bank deposits.

Regarding cooperation with extrabudgetary funding sources, the implementation of the recommendations of the study carried out by the External Auditor on UNESCO’s extrabudgetary activities will, in line with the Board’s decision, continue to guide activities with the main emphasis on improved procedures for preparation and presentation of extrabudgetary activities in line with UNESCO’s strategic objectives and overall priorities as identified in the C/4 and C/5 documents; increased delivery rates under extrabudgetary projects through better planning and alleviation of administrative procedures; and diversification of funding sources and cooperation modalities.

The interest capitalised is computed by applying an average borrowing rate of outstanding debt to the total amount of qualifying assets under construction, not to exceed total interest costs incurred.

Key areas of focus in the programme of work of the Office during the biennium 2012-2013 will be in the following areas: completion of the construction of the additional office facilities by 2012; completion of the access control system under the PACT II project; upgrading of the current ICT infrastructure in the subregional offices to ensure resilience and reliability, including making use of the disaster recovery sites expected to be available at the United Nations Logistics Base at Brindisi, Italy, and the United Nations Support Base at Valencia, Spain; recruitment drive to achieve the required 5 per cent vacancy rate; implementation and support for the International Public Sector Accounting Standards and roll-out of Umoja; effective management of ECA financial operations; and the improved management of the archiving and records management system.

Furthermore, experts highlighted the particular challenges facing small island developing States and the need to ensure that countries with high forest cover with low rates of deforestation benefited from schemes to reduce emissions from deforestation and forest degradation.

Deferred income tax is determined using tax rates (and laws) that have been enacted or substantively enacted by the reporting date and are expected to apply when the related deferred income tax asset is realised or the deferred income tax liability is settled.

The main transmission mechanisms of the financial and economic crisis that have had negative impacts on women’s economic empowerment, especially in developing countries, have been the global decline in exports, which has directly affected production in the export sector and subsequently domestic markets through negative multiplier effects (especially in export-dependent economies); significant declines in capital flows to the developing world; the pro-cyclical nature of aid; the impact of the crisis on migrant workers and therefore on remittances; the consequent exchange rate devaluation, which has affected domestic production and prices; the impact of extreme volatility in global food prices; and the fiscal constraints in many developing countries that have already led to cutbacks in important public expenditures and social development gains, thereby affecting access to basic services, reversing social development gains and adversely affecting their quality of life.

The leak rate increases as temperature increases due to permeation through the O-ring.

The data contained in the wallcharts include, for the rural areas, size and rate of growth of the rural population, size of the agricultural population, agricultural area and cropland, forest area, irrigated areas, access to improved water and sanitation, economically active population in agriculture and fertilizer use; and for the urban areas, size and rate of growth of the urban population, land area occupied by human settlements, urban population living in slums, access to improved water and sanitation, carbon dioxide emissions, concentrations of particulate matter in the air, employment in industry and services, gross domestic product, motor vehicles in use and consumption of energy.

(B) Subject to paragraph (C) of this Bye-law, all dividends and other distributions in respect of shares in the Company shall be stated and discharged, in the case of shares denominated in Hong Kong dollars, in Hong Kong dollars, and, in the case of shares denominated in any other currency, in that currency, provided that, in the case of shares denominated in Hong Kong dollars, the Board may determine in the case of any distribution that shareholders may elect to receive the same in United States dollars or any other currency selected by the Board, conversion to be effected at such rate of exchange as the Board may determine.

(m) To advance money by way of loan on any land or hereditament of any tenure, whether the same shall be wholly or partly built on or not, or on any messuages or tenements, or any estate or interest in any land or hereditaments, messuages or tenements, at such amount and at such rate of interest and upon such terms and conditions as the Company shall think fit and in particular to lend money to any person or persons, company or corporation undertaking to build on, or to develop or improve any property upon which this Company shall advance, or agree to advance money or in which it is interested.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegration processes at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.

He pointed out that a number of indicators might be helpful for the detection of structural discrimination, inter alia: the number and percentage of people of African descent who are victims of aggression or other offences, especially when they are committed by State officials; the absence or small number of complaints, prosecution and convictions relating to acts of racial discrimination in the respective country; lack or insufficient information on the behaviour of law enforcement officials vis-à-vis people of African descent and lack or small number of complaints against law enforcement officers; higher crime rates attributed to that group; harsher or disproportionate sentences; the number and percentage of people of African descent held in prison or preventive detention; and insufficient representation of people of African descent among law enforcement officials.

This assessment involves judgment as to: (i) the likely future commerciality of the asset and when such commerciality should be determined; (ii) future revenues based on forecasted oil and gas prices; (iii) future development costs and production expenses; (iv) the discount rate to be applied to such revenues and costs for the purpose of deriving a recoverable value, and (v) potential value to future E&E activities of any geological and geographical data acquired.

Moreover, poverty is a cause of preventable death, ill-health, high mortality rates and low life expectancy, not only through greater exposure to violence but also material deprivation and its consequences, such as lack of food, safe water and sanitation.

There are many other issues that the authorities cannot avoid dealing with, including: ensuring the exchange rate remains stable, but also not overvalued, so as to protect and promote manufacturing and agricultural produc tion; tackling corruption; protecting against the possibility of rising inflation; dealing with rampant land speculation and the potential for land grabbing; and ensuring that new land legislation does not lead to dispossession of small landholders and those holding traditional title.
