In the context of education, activities focus on the following areas: (a) violence against children as a follow-up to the recommendations contained in the World Report on the Violence against Children (2006), with an added emphasis on gender dimensions of such violence, the role of religion and culture in its prevention, and the promotion of non-violent, participatory practices and support services; (b) inclusive education, with the aim of promoting an educational system that answers the needs of a diverse group of pupils, paying particular attention to the excluded and marginalized; (c) governance and inequality, looking at how good governance in education can reduce disparities based on wealth, location, ethnicity, gender and other grounds; (d) textbook revision to promote peace-oriented approaches taking into account new education challenges related to quality.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

It was noted that while both matters belong to the larger family of mine action, mine clearance and victim assistance have different timelines, involve distinct national and international actors and relate to different national institutional and regulatory frameworks and budget lines.

Algeria also welcomed the favourable follow-up on its recommendation to ensure that certain minorities had access to adequate housing, education, employment and health care, and that particular attention was to be paid to the promotion of their integration in all sectors of social life.

At its resumed sixty-fourth session, the General Assembly reaffirmed the commitment by all States to establish a monitoring mechanism to follow up on all commitments related to the development of Africa, as contained in the political declaration on Africa’s development needs; reaffirmed its full support for the implementation of the New Partnership for Africa’s Development, and its commitment to the full implementation of the political declaration on Africa’s development needs; and requested the Secretary-General to submit a comprehensive report on the implementation of the resolution to the Assembly at its sixty-fifth session on the basis of inputs from Governments, organizations of the United Nations system and other stakeholders in the New Partnership (resolution 64/258).

We hope that the ideas and proposals shared on the implementation of the measures contained in note S/2006/507 and on additional measures will be followed up on appropriately and that a timely report will be issued on their implementation, which should not be limited to the Security Council Informal Working Group on Documentation and Other Procedural Questions.

I will present to the Security Council shortly the Committee’s views on the report, and any follow-up to the recommendations contained therein.

Areas of possible intervention were mobilization of additional financing and expertise, facilitation of technology transfer necessary for the transition to a green economy, capacity-building, and knowledgesharing.

Key policy topics reviewed included drug-related issues in Afghanistan, West Africa and Latin America and the Caribbean, the followup to the 10-year review of progress achieved by Governments in meeting the goals and targets set by the General Assembly at its twentieth special session; the new joint programme of UNODC and WHO on drug dependence treatment and care; the implementation of the United Nations crime conventions; and the joint programme on piracy.

We would add that, in line with the modest but nonetheless valuable contribution made by this report, these services will have to be incorporated into a budget structure that provides for the monitoring of outcomes using cross-sectoral benchmarks.

In this context the Committee must take into account whether the obtained diplomatic assurances include follow-up procedures that would guarantee their effectiveness.

This coordinated approach, which includes all human rights stakeholders (public institutions, civil society organizations and development partners), should help not only to ensure better follow-up to the international instruments ratified and implementation of their recommendations, but also to guide government policy more effectively towards applying their provisions.

Recognizing that many Governments may not have met all the goals and objectives of the Programme of Action by 2014, we strongly support the call for Governments to recommit themselves at the highest level to achieving these goals and objectives and to reaffirm the Programme of Action, upholding its principles, and its key actions for their further implementation beyond 2014, to ensure their full achievement, as set out in Resolution A/RES/65/234 on Follow-up to the International Conference on Population and Development beyond 2014.

The expected outcomes under this agenda item include: (a) the identification of emerging issues that merit policy-oriented attention; (b) the identification of progress achieved and gaps requiring priority attention with regard to the implementation of Commission mandates; (c) follow-up actions to major global conferences; (d) the articulation of Asian and Pacific perspectives on issues that will be addressed in major global forums in 2011; (e) the endorsement of the reports of the subsidiary bodies which have been held since the sixty-sixth session of the Commission; and (f) the identification of key issues to be taken up in meetings of subsidiary bodies in 2011.
