Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting of governmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

In addition, the delegation informed the Commission of its Government’s intention to provide fellowships for 67 participants in specific training courses on official statistics as part of its technical cooperation programme through the Japan International Cooperation Agency, in cooperation with SIAP.

He hoped that, in future negotiations on similar resolutions, the main sponsor would lead open-ended informal consultations throughout the process in order to ensure more transparency.

The representative of UNEP confirmed that, at present, although the Government of Nepal had not yet finalized ratification of the Copenhagen Amendment, it had made progress since the meeting of the Open-Ended Working Group, notably by placing the bill of ratification on the Parliament’s agenda.

Also in the context of the consideration of the general status and operation of the Convention, the Meeting recalled the decision of the Tenth Meeting to task the President of the Tenth Meeting to establish an informal open-ended working group to examine new models for the financing of the ISU and present recommendations and draft decisions on the most feasible comprehensive financing model for adoption by the Eleventh Meeting.

When students fail to complete their degree there are not only direct costs to the student and the university, but also opportunity costs, since the student who left was filling a space that might have been occupied by a student who would have graduated.

The debate on Rule 13 continued under Agenda Item 6A (Distribution among Electoral Groups of Membership of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage); see further below under this agenda item, starting at paragraph 118.

Under this item, delegations will be invited to address the issues referred to in paragraph 1 (b) of the annex to the letter dated 30 June 2011 from the Co-Chairs of the Ad Hoc Open-ended Informal Working Group to the President of the General Assembly (A/66/119), bearing in mind paragraph 1 (a) of the annex to the same document, which recommends that “[a] process be initiated, by the General Assembly, with a view to ensuring that the legal framework for the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction effectively addresses those issues by identifying gaps and ways forward, including through the implementation of existing instruments and the possible development of a multilateral agreement under the United Nations Convention on the Law of the Sea”.

To increase membership, the Global Network is now open to any academic institution being public or private.

(b) Also request the Commission to establish, in line with paragraph 49 of the Salvador Declaration¸ an open-ended intergovernmental expert group, to be convened between the twentieth and twenty-first sessions of the Commission, to exchange information on best practices, as well as national legislation and existing international law, and on the revision of existing United Nations standard minimum rules for the treatment of prisoners so that they reflect recent advances in correctional science and best practices, with a view to making recommendations to the Commission on possible next steps.

Discussions on the issue used to be held in the General Assembly since 1992 and a subsidiary organ of the General Assembly, the “Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters Related to the Security Council” was established by GA Resolution 48/26 of 10 December 1993 “to consider all aspects” of the question of increase in the membership of the Security Council, and other matters related to the Security Council.

Introducing the item, the Co-Chair recalled that further to decision XXIII/11 the Technology and Economic Assessment Panel had presented an assessment of ozone-depleting substances used to service ships at the thirty-second meeting of the Open-ended Working Group; that the Secretariat had provided information on how parties regulated and reported on the use of ozone-depleting substance to service ships; and that the European Union had put forward a draft decision aimed, inter alia, at standardizing the treatment of those substances.

In addition to the official travel of the Secretary-General, the proposed travel budget incorporates staff travel costs to support the delivery of legislative requests by the Assembly and the Council, including meetings of the General Assembly, States parties to the Convention, ad hoc experts group meetings, the ad hoc open-ended working group to study issues relating to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction, and other meetings convened by organizations of which the Authority is a member or has observer status.

In addition, article 51 of the same royal decree contains the following provision: "Five per cent of available places shall be reserved for students recognized as suffering from a degree of disability equal to or exceeding 33 per cent and those with permanent special education needs arising from personal disabilities who during their previous schooling have required resources and support in order to achieve a normal educational standard.

The total resources required to service the open-ended meeting in 2013 are estimated at $272,700, including $267,700 for meetings and documentation services under section 2, “General Assembly and Economic and Social Council Affairs and Conference Management”, and $5,000 under section 28D, “Office of Central Support Services”, for sound, technician and technical support costs during the meeting.

UNHCR launched the Global Resettlement Solidarity Initiative to gather support for additional resettlement places for non-Libyan refugees fleeing the country to Tunisia and Egypt, and put additional resources to process cases out of the border areas.

Those initiatives include, but are not limited to, the comprehensive negotiating paper submitted by the Movement in 1996, as contained in the report of the Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters Related to the Security Council (A/51/47).

In this context, we believe it is imperative that the issue of the illicit traffic of small arms light weapons be considered as a priority on the agenda of the Commission and be included in the negotiations of the Open-ended Working Group towards an Arms Trade Treaty as a response to the wishes of most delegations present here.

The Meeting established an open-ended working group to allow for further consultations on the matter in order to finalize a draft decision on the workload of the Commission for consideration by the Meeting.
