Effective implementation of subregional agreements has become an important but challenging task for most regional member countries.

That this Council urges the Government to comprehensively review the West Kowloon Cultural District development project, consider the ‘software’ contents before planning the cultural facilities, extend the deadline for submission of development proposals, openly and thoroughly consult the cultural sector, professional bodies, the real estate sector, the Legislative Council, the public and relevant organizations, and uphold the ‘people-oriented’, ‘partnership’ and ‘community-driven’ principles put forward by the Culture and Heritage Commission for the West Kowloon development in formulating a development and operation plan that is open, fair and proper; and in the process of development, the Government should also facilitate a partnership between developers and the cultural sector, so as to allow the latter to participate in the planning and future operation of the facilities in the district.

It should be noted, however, that serious information gaps exist and fully comprehensive data on official development assistance flows for sustainable forest management or other forms of funding for forestry are currently not available.

Special mention can be made of the Digital Library project for Ibero-America and the Caribbean, a network of Latin American and Caribbean Digital Libraries that is gradually transforming all libraries of the region into digital libraries enabling Internet users to access and retrieve multimedia information from sources anywhere in the region.

Taking the above into consideration, we can enumerate some of the entities that fulfil the requirements of the statute to be regarded as public entities including: the organs of public authorities, including organs of government administration; state control, law enforcement bodies and their associations; municipality; country and provincial authorities; entities financed by the state; and the local government (including other central or local government legal people created under separate legislation for the purpose of performing public tasks), with the exclusion of enterprises, banks and commercial companies.
