The three missions in West Africa, UNOCI, UNMIL and the United Nations Integrated Peacebuilding Support Office in Sierra Leone (UNIPSIL) as well as the United Nations Office for West Africa (UNOWA), continue to work together and cooperate in a number of areas, including: joint border patrols with UNMIL to prevent cross-border movement of irregular armed groups and weapons; organizing joint training programmes between UNOCI and UNMIL, which are also attended by other missions; maintaining a terrestrial microwave connectivity with UNMIL in addition to establishing leased line connectivity to three major cities in Côte d’Ivoire to enhance service quality and speed and achieve savings from unused satellite bandwidth; and the sharing of air assets among the missions.

The Commission may also wish to consider that, while all options have advantages and disadvantages and no option is perfect, any positive elements of the hybrid approaches in options C and D, are either already covered by or may be covered in options A and B, without multiplying the options and creating an additional level of complexity, which may undermine the certainty and predictability sought to be achieved by a conflict-of-laws rule.

The Economic and Social Council, in its resolution 2007/40 of 17 October 2007 (para. 6), decided to develop and consider, with a view to its adoption at the eighth session of the United Nations Forum on Forests, a voluntary global financial mechanism/portfolio approach/forest financing framework for all types of forests, aimed at mobilizing significantly increased, new and additional resources from all sources, based on existing and emerging innovative approaches, also taking into account assessments and reviews of current financial mechanisms, to support the implementation of sustainable forest management, the achievement of the global objectives on forests and the implementation of the non-legally binding instrument on all types of forests.

This complements the momentum from the summit of the G-8 at L’Aquila, Italy, and the Rome World Food Summit of 2009 towards enhanced inter-agency and multilateral efforts to strengthen food and nutrition security through a coherent and comprehensive approach encompassing emergency food and nutrition assistance and access to safety nets for the most vulnerable people, as well as investments in smallholder agriculture and food supply systems.

The Commission underlines that addressing the barriers to equal access of women and girls to education, training and science and technology requires a systematic, comprehensive, integrated, sustainable, multidisciplinary and multisectoral approach, including policy, legislative and programmatic interventions and, as appropriate, gender-responsive budgeting, at all levels.

At the Cartagena Summit, the States Parties expressed their resolve to provide adequate age- and gender-sensitive assistance to mine victims, through a holistic and integrated approach that includes emergency and continuing medical care, physical rehabilitation, psychological support, and social and economic inclusion in accordance with applicable international humanitarian and human rights law, with the aim of ensuring their full and effective participation and inclusion in the social, cultural, economic and political life of their communities.

2.1 The United Nations Office at Nairobi serves as the representative office of the Secretary-General in Nairobi and performs representation and liaison functions with permanent missions, the host-country and other Governments, and intergovernmental and non-governmental organizations in Nairobi, as well as other organizations of the United Nations system in Kenya; facilitates cooperation between the United Nations and regional organizations; provides administrative and other support services to the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat); provides joint and common services to other organizations of the United Nations system in Kenya, as applicable; and manages and implements the programmes of administration, conference services and public information and provides security and safety services for United Nations staff and facilities in the United Nations Office at Nairobi.

Notable examples include support by the Evaluation Office to the global strategic planning of the International Organization for Cooperation in Evaluation; Egypt country office support for a major international conference on impact evaluation organized by the International Initiative on Impact Evaluation, the Africa Evaluation Association and the Network of Networks on Impact Evaluation; and support to the newly created Moroccan Evaluation Association on promoting public policy evaluations, including establishing an information system to monitor and evaluate national policies and programmes for children.

The authority of the UNESCO Staff Pension Committee extends to the following matters: (i) granting of benefits under the Pension Fund Regulations to UNESCO participants and beneficiaries; (ii) interpreting and applying the Pension Fund Regulations and Administrative Rules in respect of UNESCO cases; (iii) proposing amendments to Regulations and Rules of the fund for consideration by the Joint Staff Pension Board and subsequent submission to the General Assembly of the United Nations, which is the legislating body on pension matters; (iv) participating, through its designated representatives, in the regular and special sessions of the Joint Staff Pension Board and its subsidiary organs.

At the same time, the Assembly requested the Secretary-General to take the necessary steps to apply for membership in the United Nations Joint Staff Pension Fund and to conclude with the Secretary of the Board of the Fund an agreement regarding the participation of the Authority in the Fund, as required by article 3, paragraph (c), of the Regulations of the United Nations Joint Staff Pension Fund.

In this situation, modifying governance towards more holistic approaches (such as the ecosystem approach), both horizontally (across sectors and institutions) and vertically (from local to global), may take on increased urgency.

The matter went beyond the mandate of any single United Nations body or multilateral environmental agreement and a holistic approach was required to promote international cooperation in the field; the General Assembly was the most appropriate body to consider and set the course of international action in that regard.

Recognizing that agriculture plays a crucial role in addressing the needs of a growing global population and is inextricably linked to poverty eradication, especially in developing countries, and stressing that integrated and sustainable agriculture and rural development approaches are therefore essential to achieving enhanced food security in an environmentally sustainable way

Norway applied a holistic approach by gradually implementing ecosystem components in scientifically based management plans, including the integrated management plans adopted for the Barents Sea in 2006 and for the Norwegian Sea in 2009.
