At the 4th meeting, on 12 April, the keynote speaker, Amy Tsui, Professor at the Johns Hopkins Bloomberg School of Public Health and Director of the Bill and Melinda Gates Institute for Population and Reproductive Health, addressed the Commission on the theme “Improving family planning services to achieve universal reproductive health” and responded to questions raised by the representatives of Indonesia, the Islamic Republic of Iran, Kenya, Malaysia, the United States of America and the Netherlands and by the observers for Norway, Denmark and the Gambia.

The complainants turned to various institutions and organizations, inter alia, the Embassy of the United States of America, United Nations High Commission for Refugees (UNHCR) and a women’s organization, seeking a way out of the country since they feared for their lives.

Subsequently, Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Switzerland and the United States of America joined the sponsors.

Members of the Council have before them document S/2011/425, which contains the text of a draft resolution submitted by Australia, Austria, Belgium, Benin, Bosnia and Herzegovina, Bulgaria, Canada, Chad, Chile, Costa Rica, Croatia, the Czech Republic, Denmark, Estonia, Finland, France, Gabon, Germany, Greece, Guatemala, Honduras, Hungary, Iceland, Ireland, Israel, Italy, Japan, Kazakhstan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Mexico, Monaco, Montenegro, New Zealand, Nigeria, Norway, Peru, Poland, Portugal, Qatar, the Republic of Moldova, Romania, Samoa, Slovakia, Slovenia, Spain, Sweden, Switzerland, Ukraine, the United Kingdom of Great Britain and Northern Ireland and the United States of America.

Palestine’s application for membership is made consistent with the rights of the Palestine refugees in accordance with international law and the relevant United Nations resolutions, including General Assembly resolution 194 (III) (1948), and with the status of the Palestine Liberation Organization (PLO) as the sole legitimate representative of the Palestinian people.

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

Most of the reports submitted highlight the fact that specialized police units (Belgium, Burkina Faso, Colombia, France, Hungary, Italy, Jordan, Lithuania, Romania and United Kingdom) and customs units (Canada, China, Ecuador, Greece, Latvia, Mexico, Romania and United States of America) have been trained to identify and protect cultural property that is imported and exported, particularly that of museums or of an archaeological nature, and to suppress trafficking (Netherlands, Poland, Sweden and Viet Nam).

Cuba was opposed to drawing up, outside the United Nations system, fallacious lists of countries ostensibly responsible for violations linked to transnational organized crime, such as those produced by the Department of State of the United States of America for purposes of political pressure and to justify unilateral sanctions without any legal or moral basis, especially the embargo against Cuba.

Although the WSIS process involves governments at the highest level, it also includes the participation of all relevant United Nations bodies and other international organizations, non-governmental organizations, the private sector, civil society, and media, with the intention of being a truly multi-stakeholder process.

The representative of the United States of America reported on progress in the areas of women’s machinery, informing the Meeting of the establishment of (a) the White House Council on Women and Girls, which provided a coordinated response to issues such as equal pay, family leave, child care, violence against women and women’s health; and (b) the position of White House Advisor on Violence against Women and Ambassador-at-Large for Global Women’s Issues, whose work focused on integrating women’s issues into foreign policy.
