In 2006, the Review Conference emphasized that international cooperation was necessary for the effective and long-term conservation and management of straddling fish stocks and highly migratory fish stocks, and recalled that the Convention and the Agreement provide the framework for such cooperation by States directly or through regional fisheries management organizations and arrangements.
