The Russian Federation, which had sizable surpluses in the years prior to the crisis, had moderately large deficits in 2009 and 2010, but then was able to reduce them to about only 1 per cent of GDP; these may widen again in the future since the Government plans to sell $50 billion in domestic bonds in each of the next few years.
