The representative of the Russian Federation expressed confidence that all heads of subregional offices would plan and implement activities according to the priorities and tasks incorporated in the strategic framework of the Commission and approved by the member States.

These matters include the establishment of a framework, called the Qualifications Framework (QF), which contains a structure of levels of qualifications; establishment of the Accreditation Authority responsible for developing and implementing the standards and mechanism for academic or vocational qualifications accreditation to underpin QF; establishment of a Qualifications Register (QR) for entering qualifications recognized under QF to be maintained by the QR Authority; and the establishment of an Appeal Board to consider appeals against QF-related decisions and determinations made by the Accreditation Authority or the QR Authority.

The Board may, in its absolute discretion and without assigning any reason, refuse to register a transfer of any share (not being a fully paid up share) to a person of whom it does not approve, and it may also refuse to register any transfer of any share to more than four joint holders or any transfer of any share (not being a fully paid up share) on which the Company has a lien.

The Office of Internal Audit will focus its outputs on evaluating and improving governance, risk management and control processes by ensuring that (a) it has a clear mandate linked to organizational objectives and is supported by an independent, objective and well-functioning management structure with approved annual work plans; (b) it secures and retains the right quantity and quality of human resources in a timely manner to execute its annual work plans and fulfil its mandate; and (c) it is effective and efficient in applying (i) audit and investigation methodologies, including the use of supporting tools, technology and knowledge management approaches; (ii) operational management practices, including divisional and engagement management and performance monitoring; and (iii) quality assurance and continuous improvement.

In the context of international efforts for counter-piracy and the participation of military personnel in the operations referred to in article 4, para. 13 of this decree, and also in conjunction with the European Union Joint Action 2008/851/PESC of the Council, of 10 November 2008, and awaiting the approval of the guidelines of the Maritime Safety Committee of the United Nations within the International Maritime Organization (IMO), it is authorized — whereas the detachments referred to in para. 1, are not established — and in any case within the limits established in paras. 5, 5-bis, 5-ter, the employment of “sworn guards”, authorized under articles 133 and 134 of the Unified law text on Public Security, approved with Royal Decree 18 of June 1931, No. 773, on board merchant ships flagged in Italy transiting in international waters referred to in para. 1, for the protection of the said ships.

We, the Heads of Arab States and Governments who, on 19 January 2011, are gathered together in the Egyptian city of Sharm el-Sheikh at the second session of the Arab Economic, Development and Social Summit, hereby renew our complete commitment to the development strategies that were approved at the Kuwait Summit on 19 and 20 January 2009, and affirm that we will advance the human, economic, social and technological development of our Arab societies and will activate and develop our joint Arab action mechanisms, under the aegis of the League of Arab States, with a view to ensuring a better future for our peoples and for future generations.

On Government’s support, the Hong Kong Accreditation Service (HKAS) could explore the introduction of accreditation service for more international recognized schemes while the Government Laboratory could conduct technical seminars to share testing methodologies and skills, and to organize proficiency tests / inter-laboratory comparison studies.

In introducing the draft strategic framework for the biennium 2014-2015, the Executive Secretary emphasized that it had been developed through an unprecedented level of interaction between the secretariat and member States, setting the direction for how ESCAP would work in 2014-2015 towards achieving its vision to be the most inclusive multilateral platform for promoting cooperation among member States to achieve inclusive, sustainable and resilient economic and social development in Asia and the Pacific.

Emphasis should be placed on enhancing the capabilities of countries of the region to secure sustainable and safe drinking water supplies, urban water development and management strategies as well as issues related to urban and peri-urban drainage and sanitation, the rehabilitation of degraded water ecosystems, research on disappearing water resources, aspects of conflict prevention and resolution in relation to water issues, the creation of subregional water observatories, research in the sustainability of certain ecosystems and in particular of mangrove systems, as well as drawing on local knowledge for the protection of the environment.

The introductory report addressed a number of questions including: terminological issues; the general significance of subsequent agreements and practice in treaty interpretation; the question of inter-temporal law; the relationship between evolutionary interpretation and subsequent agreements and practice; the various elements of subsequent agreements and practice, including: the beginning and the end of the relevant period within which this phenomenon may take place, the identification of a common understanding or agreement by the parties, including the potential role of silence, questions of attribution of conduct to the State; as well as subsequent agreements and practice as a possible means of treaty modification.

With regard to the General Assembly’s request in resolution 62/228 for the Secretary-General to provide a detailed proposal regarding possible options for delegation of authority for disciplinary measures, including full delegation, as well as an assessment of possible implications for due process rights of staff members, the Rio Group concurred with the Advisory Committee that the Secretary-General’s report (A/63/314) did not assess the possible implications for staff members’ due process rights and that other options for managing disciplinary cases should also be explored, with full costing, so that more serious pending cases could be dealt with more expeditiously.

I reaffirm today that, despite the harsh reality that prevails on all fronts, the Palestinian leadership remains fully committed to peace and to engaging in a credible peace process based on the agreed terms of reference, with the aim of definitively bringing an end to the Israeli occupation in order to allow the Palestinian people to exercise their right to selfdetermination in their independent State, with East Jerusalem as its capital, living side by side with Israel in peace and security on the basis of the pre-1967 borders, and achieving a just resolution of the plight of the Palestine refugees in accordance with international law and United Nations resolutions.

The Funding of this Agreement will not be modified on the basis of any future Executive Committee decision that may affect the funding of any other consumption sector projects or any other related activities in the Country.

A crime of violence is an act committed against the life or health of a person which is punishable under the criminal procedure and as a result of which the injured person dies, sustains serious damage to his or her health, or sustains a health disorder lasting for at least six months.

In its resolution 63/240, entitled “Towards an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, the General Assembly decided to establish an open-ended working group that would meet for up to six one-week sessions starting in 2009 in order to facilitate further consideration on the implementation of the relevant recommendation contained in paragraph 27 of the report of the Group of Governmental Experts to examine the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms (see A/63/334), on a step-by-step basis among all States Members of the United Nations, in an open and transparent manner.

Transport possibilities depend to a large extent on the existence of public transport or patient’s personal means of transport, and on whether the local authorities are able to compensate and subsidise transport costs.
