The present report benefited from the contributions of intergovernmental organizations engaged in activities relating to ocean affairs and the law of the sea.2 Also relevant to the consideration of the topic of focus are two earlier reports of the Secretary-General which dealt with the needs of States with regard to the development and management of ocean resources (A/45/712) and measures undertaken in response to the needs of States in regard to development and management of ocean resources, and approaches for further action (A/46/722), as well as the study prepared by the Secretariat entitled “Available assistance to and measures that may be taken by developing States, in particular the least developed States and small island developing States, as well as coastal African States, to realize the benefits of sustainableand effective development of marine resources and uses of the oceans within the limits of national jurisdiction” (A/63/342).

Being time-bound, with quantified targets, the MDGs respond more to our hopes than ourfears.
