I call on all Honourable Colleagues to pay less attention to the trivial, and pay more heed to important things by rejecting Mrs LAU's amendment motion.

Mr President, Honourable Members, the $20 billion permanent capital made by the Government over the years is really too meagre.

So, I think these people who are eligible for CSSA but refuse to draw it are most respectable.

It is thanks to the strong sense of responsibility [...] [...]

I think that Hong Kong should do so as well. Just now some of my colleagues looked very excited when they spoke of the possible [...] [...]

Mr Deputy President, may I once again appeal to my honourable colleagues to join me and the majority of the members of the ad hoc group to give their support to the Bill.

I think the intentions are honourable but I think it is up to us now to see whether the proposals could be implemented in their practical aspects so that we can devise an efficient and effective system.

I understand that some honourable colleagues — and may I in this connection mention in particular Mr Eric LI, who used to be and probably still is a member of the Council on Smoking and Health — who are not smokers themselves or who may happen to be members of anti-smoking bodies take the view that it is not at all in keeping with the longstanding policy of the Government of not encouraging smoking among Hong Kong people — or that it is arguably immoral — for the Government to actually involve itself in the effort to sell cigarettes which are not conducive, if not harmful altogether, to public health.

Thus the Honourable Vincent CHENG's motion which looks at the issue from the efficiency point of view certainly has its positive significance.

Mr Deputy President, may I earnestly ask my honourable colleagues again to courageously vote against the amendments of Mr CHIM Pui-chung and Mr Jimmy McGREGOR respectively and courageously support Hong Kong, our Hong Kong?

While countries in West Africa and the Sahel are more democratic today than in the past and have achieved respectable rates of economic growth, they continue to suffer from a number of problems that have political, security and socio-economic dimensions.

Mr Deputy President, I earnestly urge my honourable colleagues to think it over again.

Protecting continuity is admirable in the context of achieving higher levels of efficiency but not as a goal in itself.

And, I am afraid to say that the track records of these two honourable gentlemen in negotiating on behalf of Hong Kong in the past have not been such as to engender confidence that they will be betting for Hong Kong should there be any conflict of interest between the British Government and the people of Hong Kong.

It could be said that I am making a rallying cry today but I do not harbour the extravagant hope of getting the immediate support of Honourable Members.

Mr President, my motion has been supported by 34 non-governmental groups. I urge Members of this Council to show their kindness, act according to their conscience and unanimously support this motion in order to provide people who are most in need of help with basic housing.

Mr Deputy President, I wish my respectable colleagues could consider adopting my proposal for the policy debate next year (I do not intend to overturn the existing house rules), so as to improve the efficiency and effectiveness of our proceedings in the future.

Venezuela reiterated its support for the Palestinian people in their honourable and worthy struggle.

Despite that aggression, the Syrian opposition has largely refrained from responding and has honourably sought to extend the fragile calm.
