Some social groups are particularly vulnerable to torture, such as women, children, youth, incarcerated persons, and LGBT persons, in particular in Antioquia.

The representative indicated that attacks and physical threats to LGBT persons and human rights defenders occurred on a daily basis.

The Government has instructed the Migration Board in the appropriation directions for 2007–2009 to give special attention to issues related to women and LGBT persons in training programmes and to report on how the Board will maintain and develop competence in this area.

The Constitution forbade all forms of discrimination, including against lesbian, gay, bisexual and transgender persons.

Along similar lines, the representative of Bulgaria stated that her delegation was disappointed with the outcome of the vote because it amounted to a discriminatory approach that had prevented the Committee throughout its history from recommending even a single lesbian, gay, bisexual and transgender organization for status.

It encouraged Costa Rica to accept recommendations to intensify measures for the protection of sexual orientation and identity and to facilitate the issuance of identification documents to transsexuals.

She also welcomed efforts to highlight abuses faced by lesbian, gay, bisexual and transgender persons around the world, an issue which would require sustained attention by the Council, as well as its resolution adopted by consensus on combating intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence and violence against, persons based on religion or belief.

In addition, an association of lesbian, gay, bisexual and transgender persons had been registered.

Also at the 37th meeting, following the rejection of draft decision IV, the representative of Brazil introduced a draft decision entitled “Application of the non governmental organization Associação Brasileira de Gays, Lésbicas e Transgêneros for consultative status with the Economic and Social Council” (E/2009/L.25).

It should ensure that LGBT persons have access to justice, and that all allegations of attacks and threats against individuals targeted because of their sexual orientation or gender identity are thoroughly investigated.

Therefore, the current Government, although officially not in function, would continue its work on the implementation of the main policy measures to endorse full respect of human rights, inter alia: guaranteeing the equality of every citizen, promoting integration, fighting domestic violence by punishing perpetrators and protecting victims, combating the trafficking of human beings, protecting refugees and asylum seekers, promoting social acceptance of LGBT people in society and human rights education in the Dutch school.

Goal 6, targets 1 and 2: The Campaign “Fight AIDS, not people with AIDS”, designed in cooperation with the Feminist and Lesbian, Gay, Bisexual and Transgender Working Groups of the African Committee, aiming at promotion of practices for protection against the infection as well as advocacy for equal treatment (in the first place institutional, in the health-care system, etc.) of infected people.
