There are children who lack parental care or children belonging to risk groups, but they usually fairly quickly come to the attention of child protection authorities or the police.

However, now that the relevance of the mainstream news media is being challenged by the rising popularity of alternative sources, news distribution platforms are rapidly multiplying and diversifying and social media tools are revolutionizing the way in which people access and share information, the Committee wonders whether the time has come for the Department of Public Information to assess how it can enhance the responsiveness of its public information activities to the Organization’s needs, how it can bring greater creativity and innovation to its work, and how it can continue to promote the work of the United Nations in a way that is more relevant to the daily lives of individuals all around the world.

Efforts at development of human capacities in least developed countries have been affectedby high incidence of poverty, mass unemployment, high population growth rates, poor health and nutrition outcomes, as evidenced by high child and maternal morbidity and mortality rates and the high burden of undernutrition, the prevalence of communicable diseases, including HIV/AIDS, malaria, tuberculosis and polio, and the growing burden of non-communicable diseases.

More and more pay-TV platforms are being launched across the region, spurred by the increased presence of new distribution platforms such as Direct-to-Home (DTH) satellite television and Internet Protocol Television (IPTV).

The Subcommittee was informed by the observer for EUTELSAT-IGO about the outcome of the 2012 World Radiocommunication Conference, the work of the Broadband Commission for Digital Development, established by the Secretary-General of the International Telecommunication Union (ITU) and the Director-General of the United Nations Educational, Scientific and Cultural Organization in 2010 with the aim of accelerating the achievement of the Millennium Development Goals in that field, and the agreement of the thirty-seventh meeting of the EUTELSAT Assembly of Parties in 2011 to provide regular reports to the parties on repeated deliberate interference on several radio and television channels broadcast via EUTELSAT satellites, stressing that since the previous such report there had been a large increase in such interference.

It is recognized that the increasing interdependence of national economies in a globalizing world and the emergence of rules-based regimes for international economic relations have meant that the space for national economic policy, that is, the scope for domestic policies, especially in the areas of trade, investment and international development, is now oftenframed byinternational disciplines, commitments and global market considerations.
