We make the present request on behalf of the States Members and observers of the Human Rights Council that co-signed the attached list of co-sponsors: Australia, Austria, Bahrain, Belgium, Bulgaria, Canada, Chile, Croatia, Cyprus, the Czech Republic, Denmark, Djibouti, Estonia, Finland, France, Germany, Greece, Guatemala, Honduras, Hungary, Ireland, Italy, Japan, Kuwait, Latvia, Lithuania, Luxembourg, Maldives, Malta, Mexico, Monaco, the Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Qatar, the Republic of Moldova, the Republic of Korea, Romania, Saudi Arabia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tunisia, Turkey, the United Arab Emirates, the United Kingdom of Great Britain and Northern Ireland, the United States of America and Uruguay.

The Advisory Committee had commented on this situation in paragraphs 15 to 29 of its report (A/62/7/Add.1-40, document A/62/7/Add.31), noting that it would have been appropriate for the Secretary-General to make a full proposal before launching the projects and acquiring the software for the enterprise content management and customer relationship management systems.

Mr. Makanaky suggested that the United Nations Research Institute for Social Development could start a series of long-term research projects to deliver data for decision-makers; UNESCO could assist States and academia in setting up programmes that would connect the African diaspora with the African continent; WHO could sponsor regional initiatives to address challenges faced by people of African descent in the area of health; ILO could conduct a survey on discrimination against people of African descent at work; the United Nations Development Programme, as the coordinator of the United Nations family, could follow up on initiatives decided by the Working Group.

The Committee strongly supports the continued implementation by the secretariat of recent ESCAP initiatives in the area of disaster risk reduction, including further development of the Asia-Pacific Gateway for Disaster Risk Reduction and Development, and the Regional Cooperative Mechanism on Disaster Monitoring and Early Warning, Particularly Drought, the two new modules of the Academy of ICT Essentials for Government Leaders, which is the flagship programme of the Asian and Pacific Training Centre for Information and Communications Technology for Development, as well as the publication of the Asia-Pacific Disaster Report 2012 in cooperation with the Inter-Agency Secretariat of the International Strategy for Disaster Reduction and other partners.

Participants suggested that UNESCO should support activities aimed at the unification of Africa and at inter-ethnic and interreligious dialogue in certain subregions of Africa and should also initiate action to help prevent conflicts through activities in education and communication.

The information document on the CPF Framework 2008 and 2009 (see E/CN.18/2009/12) provides a more comprehensive overview of the Partnership’s activities, including joint initiatives and other collaborative activities undertaken to promote sustainable forest management.

The Commission took note of the proposal that any discussion on sustainable development goals expected to be launched at the Rio+20 Conference should build on lessons learned in efforts towards achieving the Millennium Development Goals.

In addition, it had undertaken many road-safety-related initiatives, among which were the launching of the Decade of Action for Road Safety, the strengthening of its National Traffic Safety Committee and the designation of its Deputy Prime Minister as Chairman, and had approved a national road traffic safety strategy to cover the period up to 2020, with a vision extending to 2030.

Following the discussion, the Executive Committee, while commending the Government of Thailand for meeting a number of the project targets, decided to defer the request for funding the third tranche of the national methyl bromide phase-out plan to a future Meeting, once the activities initiated with the previously approved tranches had been implemented and the available funding had been disbursed or committed.

In conclusion, I wish to reiterate that Slovakia remains fully committed to the cause of increasing the transparency, effectiveness and efficiency of the Security Council, a process initiated by the decision of heads of State and Government at the 2005 World Summit and put in motion by the note S/2006/507 and subsequent notes.
