(d) Distribution of additional training equipment to upgrade training centres to conduct certification programme

The achievement of the development goals in our African continent will require financing the economy, investing in the health and education systems, and additional efforts to fight poverty and ensure early education, laying the foundations of a dignified life for African citizens.

The bodies under its authority, such as the Djibouti Social Development Agency, the Microfinance and Microenterprise Development Project and the Savings and Loans Fund System, enable it to fulfil its tasks.

The curriculum consists of 10 training modules on specific thematic issues (including chemical, biological, radiological and nuclear material, transportation security, financing of terrorism, use of the Internet for terrorist purposes), for which additional tools and case studies will be developed.

Most of these are in education or obtaining additional skills, others are passive due to sickness or disability, family commitments, or the fact they are already retired.

Least developed countries need additional, predictable and adequate technical and financial support for climate change adaptation and mitigation in line with international commitments.

The challenge in 2012/13 will be to deliver additional resources to developing countries and LDCs as a complimentary source of support, not as a substitute for regular budget funding of development activities, but as an additional and complementary source of support to help meet the demand for this work, to accelerate the use of IP for development within the context of WIPO’s programs and priorities.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Pursuant to paragraph 64 of the report of the Secretary-General on the Programme of Assistance submitted during the sixty-fourth session of the General Assembly (A/64/495) and paragraph 1 of Assembly resolution 65/25, reiterating authorization for its implementation, copies of United Nations legal publications issued during 2011 have been provided to the institutions in developing countries that have been receiving such publications under the Programme and to other institutions in a number of countries, in particular developing countries, for which requests for such publications have been made by the Member States concerned.

Thailand identified the following capacity-building needs: bilateral assistance between developing States and donor States particularly through exchange of experience; technical assistance in implementing the Agreement and relevant instruments; regional monitoring, control and surveillance workshops and establishment of regional monitoring, control and surveillance networks, including transfer of technology; financial management training for small-scale fishers and all stakeholders; training regarding stock assessment and research; and training programmes on boarding and inspection control and activities of flag States.

The partners may, for example, include schools, local authorities, healthcare institutions, i.e. organisations that fill a parallel significant role in solving the client’s problems, as unemployment may also be caused by health problems, shortfalls in education, lack of childcare facilities, etc.
