GBS is working on further attempts at rationalization and economy, focusing on two main areas: (i) in line with the Board’s decision at its 189th session, a letter has been sent to all Members requesting them to forego on a voluntary basis travel and DSA payments to which they are still entitled, as well as to contribute to language expenses; a similar letter will be sent to all Member States in the run-up to the General Conference in 2013 requesting Member States’ assistance to contribute to the cost of participation by LDC representatives in the Conference and to language services; (ii) documentation restrictions have been tightened, with a gradual introduction of an absolute document maximum length, even for reports, of 12-15 pages, as practiced in the United Nations.

(d) Procurement of goods and services: Four recommendations in four offices were related to: unclear specifications and deadlines for submission for bids; failure to justify single-source selections; release of final payments without prior completion of the evaluation of deliverables against terms of reference; payments to a single contractor/service provider exceeding the established approval thresholds without submitting the case for review; use of consultants instead of temporary staff for regular programme activities; lack of monitoring mechanisms to ensure that the total value of orders actually placed under long term agreements was within recommended limits; and delegation of procurement responsibilities to partners without the prior assessment of their capacity.

The Commission welcomed the invitation from the Government of the Islamic Republic of Iran to the third Ministerial Conference on Public-Private Partnerships for Infrastructure Development in Asia and the Pacific, which would be hosted in Tehran from 11 to 14 November 2012, and encouraged all member States to participate in the Conference.

When making a notification of succession establishing its status as a party or as a contracting State to a treaty, a newly independent State may, in the conditions laid down in the relevant guidelines of the Guide to Practice, object to reservations formulated by a contracting State or State party or by a contracting organization or international organization party to the treaty, even if the predecessor State made no such objection.

In order to contribute to the United Nations system’s joint response on climate change, UNESCO has responded rapidly with a Strategy for Action on Climate Change (181 EX/15) and its Enhanced Plan of Action (182 EX/INF.7) as well as the more recent Director-General’s Initiative on Climate Change, focusing through the Intersectoral Platform on Action to Address Climate Change on UNESCO’s core areas of action with regard to GCC, many of them of a long-standing nature.
