It also responded to key challenges that emerged during the biennium, in particular the severe global economic downturn and uncertainty about the future.

As I have noted in my successive reports on the implementation of resolution 1701 (2006), and in my letter dated 12 February 2010 to the President of the Security Council (S/2010/86), it is the responsibility of the parties to take advantage of the opportunity provided by the presence of UNIFIL, which has provided a strong deterrent to the resumption of hostilities and has laid the foundation for building a process that can achieve a permanent ceasefire and long-term solution, as envisaged in resolution 1701 (2006).

Several delegations pointed out that private standards had a negative impact on export and economies in their countries, especially on small scale producers; they were difficult to implement; they were not based on science; their development was not open and transparent; there was no dispute settlement procedure for these standards; and claims stating that these standards were safer than public standards might mislead consumers.

A number of specific comments were made as follows: the reference of the Code on the Marketing of Breast Milk Substitutes is important; the Code should be generic and focus on the protection of consumers in countries which do not have adequate control measures for food quality; the Code should concentrate on the core provisions in Article 3 and should not be used to resolve issues dealing with compliance, which should be addressed by the CCFICS; the problem of illiteracy in some developing countries may be a challenge in order to provide consumer information and raise their awareness on food safety issues; and the Code should not reiterate existing provisions in Codex texts or the WTO agreements.

In its resolution 63/240, entitled “Towards an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, the General Assembly decided to establish an open-ended working group that would meet for up to six one-week sessions starting [...] [...]

The serious engagement of Palestinian factions over the past month in a dialogue process mediated by Egypt has led to the establishment of five committees that are working on national reconciliation issues, the successful outcome of the Cairo international conference on the reconstruction of Gaza and the further efforts of the Palestinian Authority to improve socio-economic rehabilitation and reconstruction, especially in the face of the devastating global financial crisis.

Building on the efforts of UNIFIL, the review recommended that UNIFIL should focus more on promoting arrangements and pragmatic localized understandings between the parties, which would serve to further stabilize the situation along the Blue Line, remove pretexts and possible points of friction, and prevent future incidents.
