Under the direct supervision of the Coordinator, the incumbent of the post of Political Affairs Officer (P-3) would monitor and analyse the regional political situation and developments in Burundi, Rwanda, the Sudan and Uganda; monitor and analyse political and security developments in Orientale, North Kivu, South Kivu and Maniema Provinces and the Tanganyika territory of Katanga Province; monitor the political processes, including the Sun City resolutions, the Nairobi Communiqué, the statements of commitment (actes d’engagement), the 23 March Agreement and any further agreements; map trends in security incidents, displacement, crime and military activity to assist in decision-making related to ongoing political, security and military initiatives; provide weekly analytical syntheses to the Coordinator; and provide oral and written briefs as necessary to visitors and staff officers in the forward headquarters.

The proposed 2009/10 budget includes resource requirements for the Strategic Military Cell, comprising 2 civilian staff (1 D-2 and 1 General Service (Other level)) and 15 military staff officers, pursuant to paragraphs 23 and 24 of General Assembly resolution 62/265, and pending the consideration by the Assembly at its sixty-fourth session of the comprehensive report on the implementation of the strengthening of the Office of Military Affairs and its impact on the organization of the Office.

Under this revised arrangement, all specialist integrated operational team officers will have direct functional reporting lines to units within their parent office: military liaison officers to Chief of Staff of the Office of Military Affairs; police liaison officers to the Deputy Police Adviser; and administrative and support officers to the Office of the Assistant Secretary-General for Field Support.

The main factor contributing to the variance of $1,010,700 under this heading is attributable to increased requirements with respect to petrol, oil and lubricants; maintenance services with respect to increased costs for generator maintenance and cleaning services; security services owing to higher requirements for the reimbursement of military observers, force headquarters staff officers, United Nations police and Government-provided personnel in respect of residential security measures, including higher rates of reimbursement for fuel owing to higher fuel prices; and rental of premises owing to the refurbishment of premises/buildings to be returned to the Government of Liberia.

It is also proposed that one post of Public Information Officer (P-3) be reassigned from the Communications and Public Information Section as Special Assistant to the Chief of Staff to fulfil tasks vital to the work of the Office, including the organization and coordination of visits by delegations with the Protocol Unit and offices across the Mission, and the provision of support to the Special Representative, including through the drafting of notes and minutes of meetings, the preparation of reports and briefs and the review of draft speeches, statements and press releases.

The Chief of Defence Force, as the highest ranking military officer, reports to the Minister of Defence.

In order to address this concern, the Forces nouvelles Chief of Staff and Integrated Command Centre officials were requested to instruct their personnel to ensure children are protected from any potential risks of violence or manipulation that are against their best interests.

For example, the NRM Government is on record to have put an Army Commander, a Chief of Military Intelligence and a Chief of Staff on trial for cases of alleged fraud and embezzlement of public funds.

The Russian Federation’s initiative to enhance the level of military expertise of the Security Council and step up the work of its Military Staff Committee would enhance the Security Council’s role of formulating clear mandates, particularly in relation to the use of force, and ensuring strict monitoring of their implementation; it would allow a systematic analysis of the military and political situation in problem regions of the world.

Today, our defense interactions take place at the most senior levels, with the PLA Chief of the General Staff and the U.S. Chairman of the Joint Chiefs of Staff working to improve lines of communication and strengthen the U.S.-China military to military relationship.

Throughout the process, it strongly lobbied various parties and ministries, including the National Tourism Administration, the State Development Planning Commission, the Navy Bureau of the PLA’s general staff department and the PLAN’s operations department.
