The Subcommittee also noted that some States were using the IADC Guidelines, the European Code of Conduct for Space Debris Mitigation and International Organization for Standardization (ISO) standard 24113 (Space systems: space debris mitigation requirements) as references in the regulatory framework established for national space activities.

This decision should always be guided by well-defined criteria, in accordance with international standards, and be made by an independent and impartial court or tribunal, taking into account the local conditions, history, culture and political context.

Several participants welcomed UNESCO’s efforts to cast its programme activities fully within the framework of the Millennium Development Goals, providing sufficient crossreferencing, and recommended that this approach be sustained and refined, not only globally but also by activities at the field level.
