Expressing concern that, after the First United Nations Decade for the Eradication of Poverty (1997–2006) and six years from the 2015 target date of the Millennium Development Goals, while there has been progress in reducing poverty in some regions, this progress has been uneven and the number of people living in poverty in some countries continues to increase, with women and children constituting the majority of the most affected groups, especially in the least developed countries and particularly in sub-Saharan Africa

The level of achievement will vary across regions and among individual countries, but it would be a mistake at this review to be defensive or to assign blame for failures if some of the MDG targets are not yet on track to be met by 2015.

Beyond this, most indicators of environmental improvement have not demonstrated appreciable convergence with those of economic and social progress; indeed, the overall picture is one of increased divergence, although a few positive developments can be applauded.

(f) Uneven quality assurance: No evidence was found of Organization-wide processes that would ensure that only consistently high-quality material is being released.

It is true that progress has been uneven and that some of the targets will not be met unless efforts are significantly stepped up.

Moreover, progress across regions has been uneven, with some regions having surpassed the target set (South Asia, with 67 per cent of intermediate results contributing to gender equality, and West and Central Africa, with 66 per cent) while others, such as CEE/CIS (39 per cent) and Eastern and Southern Africa (41 per cent), require further efforts to meet it.

In this connection, the Advisory Committee recalls its comments that the United Nations entities were at different stages of preparation for IPSAS (A/63/474, para. 20) and that a number of challenges remained.

We also remain concerned that, while small island developing States have progressed in the areas of gender, health, education and the environment, their overall progress towards achieving the Millennium Development Goals has been uneven.
