Since the last periodic report (1995) on the implementation of the Convention, the following 28 States have become party to the Convention: Barbados, Bolivia, Botswana, Canada, China, Colombia, Costa Rica, Denmark, El Salvador, Equatorial Guinea, Eritrea, Honduras, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Paraguay, Portugal, Republic of Moldova, Rwanda, Serbia and Montenegro, Seychelles, South Africa, SriLanka,the former Yugoslav Republic of Macedonia, Uruguay, Uzbekistan and Zimbabwe; of those 28 States the following 16 States have joined the Protocol: China, Colombia, Costa Rica, Denmark, Dominican Republic, El Salvador, Honduras, Kazakhstan, Latvia, Lithuania, Panama, Paraguay, Republic of Moldova, Serbia and Montenegro, the former Yugoslav Republic of Macedonia and Uruguay.

On fostering outreach, awareness about the project has been raised through (i) joint organization by UNESCO of the fourth Conference of the AARSE in Abuja, Nigeria (October 2002); (ii) presentation of the project during the World Summit on Sustainable Development (WSSD) in Johannesburg, South Africa, and at the United Nations Symposium on Space Sciences for Development in Stellenbosch, South Africa (August 2002); (iii) participation of the members of UNESCO-Africa Network for the Application of Remote Sensing in the World Forum of the UNESCO Chairs; (iv) presentation of the results and strategy of the project and its Network to the High-Level WSSD Follow-up Meeting organized by the Committee on Earth Observation Satellites in Frascati, Italy (November 2002).

A proposed Annex to the OECD’s FrascatiManual, which is drawn from the Technical Guide, has also been prepared and is now ready to be presented to the OECD Working Party of National Experts on Science and Technology Indicators at the OECD’s next meeting in November 2010.

14. Responses were received from Colombia, El Salvador, the Islamic Republic of Iran, the Department of Public Information of the United Nations Secretariat, the Food and Agriculture Organization of the United Nations (FAO), the Organization for Economic Cooperation and Development (OECD), the Humanitarian Law Center, the International Center for Transitional Justice, the International Commission on Missing Persons, and the Museo de la Memoria y los Derechos Humanos, in Chile.

Ms. Escarameia proposed that a second sentence should be added at the end of the paragraph, to read: “They also thought that the General Assembly had already considered that oil and gas were going to be part of the topic ‘Shared natural resources’.

Following the departure of Irakli Chikovani (Georgia), Vice-Chair, from the Permanent Mission of Georgia to the United Nations, Shalva Tsiskarashvili (Georgia) was elected to serve as a Vice-Chair for the remainder of the 2009-2010 term.

Following an exchange of views in which Mr. Caflish, Ms. Escarameia, Mr. Hassouna and Ms. Jacobsson took part, the Chairman suggested that the Secretariat should use the same wording as in the previous year, 2008, when Ms. Escarameia had served as Rapporteur.

Ms. Escarameia said that the sentence she was proposing referred to the arguments developed in paragraph 16, as indicated by the words “the above-mentioned considerations”, and would therefore be meaningless if separated from that paragraph.

Ms. Escarameia proposed that the following sentence should be inserted at the end of paragraph 16: “Others thought that the rights-based approach did not preclude any of the above-mentioned considerations and merely placed the individual at the centre of the efforts of all those involved.
