As also noted in the Secretary-General’s report now before the Council(S/2010/127), in the midst of heightened military operations, we face a crowded political calendar, including in light of the planned National Assembly elections in September, the Peace Jirga announced by President Karzai in just over a month, and, of course, the Kabul Conference after that.

On 6 February, President Karzai stated that he would announce the first phase of transition on the new Afghan year, on 21 March 2011.

At the invitation of the President of the Russian Federation, Mr. Dmitry Medvedev, the President of the Islamic Republic of Afghanistan, Mr. Hamid Karzai, paid an official visit to the Russian Federation on 20 and 21 January 2011.

The President of the Islamic Republic of Afghanistan, Hamid Karzai; the President of the Islamic Republic of Pakistan, Asif Ali Zardari; the President of the Russian Federation, Dmitry Medvedev; and the President of the Republic of Tajikistan, Emomali Rahmon, having gathered in Sochi on 18 August 2010 for their second quadrilateral meeting, discussed in detail the current situation of, and outlook for, the development of regional cooperation.

The success of the peace and reintegration programme outlined by President Karzai during the London meeting will need broad support, as the Secretary-General rightly observes in his report (S/2010/127).

For its part, the European Union recently reaffirmed its strong support for transition and the importance of long-term cooperation with Afghanistan, also beyond 2014, in a meeting with President Karzai.

On 1 March 2002, H.E. Mr Hamid Karzai, Chairman of the Afghan Interim Administration, expressed the same request at the Information Session of the Executive Board.

I reassured President Karzai of the support of the international community in working with Afghans to improve the country’s security and more fully develop its economic and political institutions.

In that regard, we welcome the Afghan Government’s initiatives to engage with the armed opposition and the continued calls by President Karzai for the armed opposition to lay down its arms.

We have the honour to enclose herewith the Joint Declaration by the President of the Russian Federation, Mr. Dmitry Medvedev, and the President of the Islamic Republic of Afghanistan, Mr. Hamid Karzai, following the Russian-Afghan summit talks held in Moscow on 20 and 21 January 2011 (see annex).

[...] July, Ahmed Wali Karzai, half-brother of President Karzai and former Head of the Kandahar Provincial Council, was assassinated by an Afghan National Police commander who was well known by Ahmed Wali Karzai and his family.

In a couple of days from now, at Nowruz on 21 March, President Karzai will announce the first tranche of areas selected for transition to an Afghan lead in security responsibilities.

The Special Representative visited Kabul and met with President Karzai, key Ministers, ISAF, NATO, representatives of international and Afghan non-governmental organizations, members of the Country Task Force for Monitoring and Reporting, and a number of children and families affected by the conflict.

That is why it is so important, first, to address the issue of civilian casualties, which is affecting the Afghan people, and, secondly, to actually go into the other phase, namely, a political search — as Secretary of State Hillary Clinton and, recently, President Obama have indicated, and as has President Karzai several times.

The efforts of the United States, NATO and other ISAF contributor nations have focused increasingly on providing trainers and funding to develop and support the Afghan National Security Forces, in line with President Karzai’s goal to have Afghanistan take over the lead security responsibility throughout the nation by 2014.

President Karzai will soon announce the list of the first towns and provinces for whose security Afghans will assume responsibility, the first phase of a gradual transfer throughout the entire country by the end of 2014.

We are encouraged by the steps taken so far and look forward to the official announcement by President Karzai next week of the launch of the first tranche of the transition to Afghan-led security, which is to be finalized in 2014.

Assistance from the ministerial partners of the Public Protection Force (timely issuing of visas by the Ministry of Foreign Affairs, work permits from the Ministry of Labour, communication licences from the Ministry of Communication, armoured vehicle licences from the Ministry of the Interior to ensure no gap in security) is still critical to achieve President Karzai’s deadline.

Finally, I cannot conclude without reiterating to UNAMA, Mr. De Mistura’s team and the Government of President Karzai our gratitude for having hosted and welcomed the mission during its visit to Afghanistan.
