She proposed to divide the Commission’s work into five debates: (i) a debate on item 5.9 – Follow-up to the Round Table of Ministers and Senior Officials Responsible for Physical Education and Sport and item 5.10 – Proclamation by the United Nations General Assembly of an international year for physical education and sport; (ii) a general debate on item 3.1 – Preparation of the Draft Programme and Budget for 2006-2007; (iii) a general debate on Major Programme I of the Draft Programme and Budget for 2004-2005; (iv) a debate on items 5.4, 5.17, 5.20, 7.5 and 7.7; and (v) consideration of the recommendations of the Commission concerning proposed resolutions in Draft 32 C/5 and recommendations of the Executive Board thereon, draft decisions proposed under items 5.9, 5.20, 7.5 and 7.7, and draft resolutions submitted by Member States concerning document 32 C/5 and other items.

New initiatives are proposed by: DPKO, in the area of the rule of law and security institutions (evaluation of mine action programmes, with an expanded mandate on weapons and ammunition management); DFS, in the area of logistics (review and update of the Fuel Operations Manual; property benchmarking study; development of international boundary demarcation handbook); the Department of Management, in the areas of procurement (review of corporate ethics and compliance; procurement training) and human resources (review of generic job profiles); OIOS, in the areas of inspection and evaluation (advisory panel on multidimensional mission/thematic evaluations and inspections) and internal audit (rule of law and security institutions; waste management); and the Ethics Office (development of evaluation criteria and an e-learning ethics module).

Those efforts included encouraging universities to offer modules on space law; providing fellowships for graduate and postgraduate education in space law; assisting in the development of national space legislation and policy frameworks; organizing workshops, seminars and other specialized activities to promote greater understanding of space law; providing financial and technical support for legal research; preparing dedicated studies, papers and publications on space law; supporting space law moot court competitions; supporting the participation of young professionals in regional and international meetings relating to space law; providing for training and other opportunities to build experience; and supporting entities dedicated to the study of and research relating to space law.

The key elements of the work plan included expansion of the APCICT flagship ICTD capacity-building programme, the Academy of ICT Essentials for Government Leaders, development and updating of Academy training modules, prioritization of the modules for training and supporting their localization, enhancing the pool of Academy resource persons, widening the beneficiary group of the programme, conducting thematic training on ICTD, promoting distance learning through the APCICT Virtual Academy, strengthening ongoing efforts for ICTD capacity-building for youth, furthering research and knowledge sharing through new ICTD knowledge products and leveraging online platforms, enabling the provision of advisory services for member States and partners, and the facilitation of multilateral cooperation on ICTD human capacity-building.

The Committee strongly supports the continued implementation by the secretariat of recent ESCAP initiatives in the area of disaster risk reduction, including further development of the Asia-Pacific Gateway for Disaster Risk Reduction and Development, and the Regional Cooperative Mechanism on Disaster Monitoring and Early Warning, Particularly Drought, the two new modules of the Academy of ICT Essentials for Government Leaders, which is the flagship programme of the Asian and Pacific Training Centre for Information and Communications Technology for Development, as well as the publication of the Asia-Pacific Disaster Report 2012 in cooperation with the Inter-Agency Secretariat of the International Strategy for Disaster Reduction and other partners.

During this debate, the Commission discussed Major Programme I (Education) of the Draft Programme and Budget for 2004-2005 (32 C/5) as a whole, including Subprogrammes I.1.1, I.1.2, I.2.1 and I.2.2, the programmes of the UNESCO education institutes and the projects relating to cross-cutting themes that concern the Education Sector.
