Commending the extraordinary efforts by the Agency to provide emergency relief, medical, food, shelter and other humanitarian assistance to needy and displaced families in the Gaza Strip

The forthcoming sixty-fifth anniversary of the victory in the Great Patriotic War of 1941-1945, won through the heroism and self-sacrifice of the peoples of our countries, reminds us once more of the massive loss of human life and the achievement of those who, at the cost of their lives, deprivation and suffering, brought liberation and peace to the world in the struggle against fascism.

At the same time, in spite of the promises brought by the process of democratic transition, one should not forget that it is an extremely responsible stage in the history of the Middle East that demands the highest vigilance and laborious work in order to rule out miscalculations and unpredictability as to the region’s future.

Contacts are also being established between Turkmen higher education institutions and UNESCO associated centres of excellence in the fields of higher education and sciences in Europe.

As defined in the preamble of the Declaration, enforced disappearances occur when persons are arrested, detained or abducted against their will or otherwise deprived of their liberty by officials of different branches or levels of Government or by organized groups or private individuals acting on behalf of, or with the support, direct or indirect, consent or acquiescence of the Government, followed by a refusal to disclose the fate or whereabouts of the persons concerned or a refusal to acknowledge the deprivation of their liberty, which places such persons outside the protection of the law.

In replying to an enquiry of a trade representative, the Chairman, Mr. C. L. CHIU and Mr. W. Y. C H A N advised that when a chemical was an exempted substance and was not considered as preservative or antioxidant under Preservatives in Food (Amendment) Regulation 2008 but function as one, its function as preservative or antioxidant in the food should still be required to be labelled in the food product in accordance with relevant legislations (e.g. Food & Drugs (Composition and Labelling ) Regulations, Cap. 132W).

In order to have a rich debate on the subject matter on 22 April, that could lead to achieving our mutual goal of improving the working methods of the Security Council, I am attaching herewith, for your consideration and the consideration of the members of the General Assembly, the Non-Aligned Movement’s position concerning the working methods of the Security Council as stipulated in the relevant paragraphs of the Final Document (A/63/965-S/2009/514), adopted by the Fifteenth Summit of Heads of State and Government of the Non-Aligned Movement, held in Sharm el-Sheikh, in July 2009, with a view to assisting the Security Council in its efforts to achieve the desired progress in reforming the working methods of the Council (see annex).

The prospect of the world in front of us indicates that this oversight is indeed what we need for a more visible and effective UNESCO in the future, to ensure its original function of intellectual watchtower and moral conscience of the United Nations family.

Resources for consultants are also included for the Personal Envoy of the Secretary-General for Western Sahara, reflecting the increase in consultations and negotiations planned for 2010 ($76,400), and the Special Adviser to the Secretary-General on the Prevention of Genocide, as a result of the planned training activities for 2010 to intensify the efforts of the office on genocide awareness ($90,200).
