China (both the People’s Republic of China and the Republic of China on Taiwan), Vietnam, the Philippines and other countries all have claims to certain parts of the Sea.

In accordance with the relevant documents 33 C/19 and 33 C/Resolution 90 of the General Conference concerning the establishment of international centres under the auspices of UNESCO, a decision from the UNESCO Executive Board will be sought for the approval of the centre which would authorize the Director-General to sign the Agreement between UNESCO and the Government of the People’s Republic of China to establish the centre.

We the President of the Islamic Republic of Afghanistan, the President of the Islamic Republic of Pakistan, the President of the Republic of Turkey, the First Vice President of the Islamic Republic of Iran, the Special Representative of the President and the Minister of Foreign Affairs of the People’s Republic of China and the Minister of Foreign Affairs of the Republic of Tajikistan have met in Istanbul on 26 January 2010 upon the invitation of the Republic of Turkey and agreed on the following statement.

In the past 20 years, Beijing, the capital of the People's Republic of China, has developed into a modern metropolis and is the nation's political, economic and cultural centre.

I have the honour to transmit herewith the Astana Declaration of the tenth anniversary of the Shanghai Cooperation Organization (see annex), which was signed by the Presidents of the People’s Republic of China, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan at the meeting of the Council of the Heads of State of the Shanghai Cooperation Organization held in Astana on 15 June 2011.

To contribute to the cultivation of intellectual capital management (ICM) talents and promote the holding of symposiums on ICM systems as well as the building of related systems, the Education Management Information Center of the Ministry of Education of the People's Republic of China and Japan’s Actcell Corporation have jointly organized the “ICM Enterprise Case Study Contest” with universities in China.

Within this total, 5,733.1 ODP tonnes are the target for the People’s Republic of China if the recently changed baseline of 38,220.6 ODP tonnes is used (or 8,383 ODP tonnes if the former baseline of 55,891 ODP tonnes is used which would make the overall target for all Article 5 countries 10,824,0 ODP tonnes), and 1,725.8 ODP tonnes for India.

Chapter 4 of the 1979 PRC Environmental Protection Law (for trial implementation) explicitly granted the environmental protection bureaus (EPBs) the responsibilities of environmental monitoring, surveying and making sense of the current state of environmental quality and future trends of changes, and recommending measures for improving environmental quality (PRC Environmental Protection Law (for trial implementation) 1979).

18.6 Article 154 of the Basic Law stipulates that the Central People’s Government shall authorise the Government of the HKSAR to issue, in accordance with law, passports of the HKSAR of the People’s Republic of China to all Chinese citizens who hold permanent identity cards of the Region, and travel documents of the HKSAR of the People’s Republic of China to all other persons lawfully residing in the Region.
