President, as we see how Donald TSANG has broken his election promise, how some pro-Beijing personalities have claimed that functional constituencies and universal suffrage can co-exist, how some Deputies to the National People's Congress have argued that universal suffrage is only about universality and has nothing to do with equality, and how the Government has shamelessly rehashed the 2005 constitutional reform package in the recently published consultation document on constitutional reform, we are all outraged and saddened.

The approved scope of the project comprises (a) widening of 1.5 kilometres long of Tuen Mun Road (TMR) between Yan Oi Town Square and Wong Chu Road from a dual two-lane to a dual three-lane carriageway; (b) construction of a single-lane flyover of approximately 450 metres long, which extends from Tuen Hing Road and runs along Tsing Hoi circuit to merge eventually with the TMR Kowloon-bound carriageways; (c) demolition and reconstruction of four existing footbridges, and provision of two temporary footbridges during the construction period; (d) installation of associated noise barriers/enclosures; and (e) associated civil, structural, landscaping and geotechnical works, reprovision of existing facilities, environmental mitigation, drainage, road lighting, water mains and traffic aids works.

The possibilities for earth monitoring fromspace in projects such as GRASP and, more generally, in the overall effort to understand climate change and its effects are among the main reasons that have prompted UNESCO to scale up its involvement in space activities.

At its sixty-sixth session, the General Assembly requested the Secretary-General to continue to report annually to the Assembly on the follow-up to and progress made in the implementation of the Beijing Declaration and Platform for Action and the outcome of the twenty-third special session, with an assessment of progress in gender mainstreaming, including information on key achievements, lessons learned and good practices, and recommendations on further measures to enhance implementation (resolution 66/132).

The results: there has been an institutional and normative strengthening of procedures and mechanisms for the assessment of draft laws and regulations from a gender perspective; a methodological basis for such assessments has been created; the Constitution, a number of codes, laws and legislation are now subject to assessment from a gender perspective; the President’s national council on questions relating to women, the family and gender mainstreaming is now functioning; it has become the practice of the Parliament to receive an assessment of proposed legislation from a gender perspective; the use of gender-disaggregated statistics has grown; a system of national mechanisms has been set up to monitor and evaluate the status of women; and standardized gender indicatorshave been produced on the basis of the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women and the Millennium Development Goals.
