Cuba has repeatedly denounced and documented in detail, before the Security Council Committee established pursuant to resolution 1373 (2001), the impunity with which terrorist groups based in the United States have planned, incited, financed and carried out terrorist acts against Cuba, with the complicity and support of that country’s Government, in violation of its obligations under the abovementioned resolution, other Security Council and General Assembly resolutions and a number of international counter-terrorism instruments to which it is a party.

Save as disclosed above, as at the Latest Practical Date, the Directors are not aware of any other person who had an interest or short position in the Shares or underlying Shares of the Company which would fall to be disclosed to the Company under the provisions of Divisions 2 and 3 of Part XV of the SFO, or who was, directly or indirectly, interested in 10% or more of the nominal value of any class of share capital, or options in respect of such capital, carrying rights to vote in all circumstances at general meetings of any other member of the Group.

(E) Where arrangements are under consideration concerning the appointment (including the arrangement or variation of the terms thereof, or the termination thereof) of two or more Directors to offices or places of profit with the Company or any other company in which the Company is interested, a separate resolution may be put in relation to each Director and in such case each of the Directors concerned shall be entitled to vote (and be counted in the quorum) in respect of each resolution except that concerning his own appointment (or the arrangement or variation of the terms thereof, or the termination thereof) and except (in the case of an office or place of profit with any such other company as aforesaid) where the other company is a company in which the Director together with any of his associates owns five (5) per cent or more of the issued shares of any class of the equity share capital of such company or of the voting rights of any class of shares of such company.

However, many people and nations, especially the poorest ones, do not have effective and equitable access to information, and therefore, to development opportunities.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

In paragraph 63 of his report (A/64/380), the Secretary-General provides information on a number of related initiatives being implemented concurrently with ERP within the United Nations Secretariat and missions, including: IPSAS implementation, the talent management system (recruitment and staffing), Lean Six Sigma (non-systems process improvement), enterprise content management and customer relationship management, as well as a fuel management system and a rations management system for peacekeeping functions.

The mandate of the Commission is to decide through binding arbitration all claims for loss, damage or injury by one Government against the other, and by nationals (including both natural and juridical persons) of one party against the Government of the other party or entities owned or controlled by the other party that are (a) related to the conflict that was the subject of the Framework Agreement, the Modalities for its Implementation and the Cessation of Hostilities Agreement, and (b) result from violations of international humanitarian law, including the 1949 Geneva Conventions, or other violations of international law.

In addition, they recalled that victim assistance should be part of public health, rehabilitation, social servicesand human rights frameworks and that efforts should be integrated into broader national policies, plans and legal frameworks related to disability, health, education, [...][...]

Based on what I have outlined, my Government reiterates its call for all Member States to support the United Nations and other actors involved in efforts to create a culture of protection, in which Governments shoulder their responsibilities; armed groups respect the norms of international law; the private sector recognizes the impact of its engagement in countries in conflict in the context of international humanitarian law andhuman rights; and finally, Member States, as well as regional and international organizations, act in a swift and decisive manner when facing humanitarian crises.

They acknowledged, as confirmed by police officers and gendarmes, that persons deprived of their liberty relied on their families and friends to receive food.

Taking into account the aforementioned geographical location of the diamond areas and the Group’s overall view that the basic economic structure of the former Forces nouvelles, in particular in those areas that continue to be under the influence of zone commanders, remains somewhat intact, it can be contemplated that this structure, or elements of this structure, continue to benefit from diamond revenues, as do non-Ivorian individuals and entities who remain unlicensed.

Considering the importance of advancing multilateral cooperation and building a strong sense of a North-East Asian community among governments and people, the Commission invited all member States to make good use of the significant potential of the Subregional Office as a key platform for initiating and facilitating subregional cooperation.

In accordance with paragraphs 10 to 12 of its revised reporting guidelines (CERD/C/2007/1), the Committee reiterates its previous recommendation that the State party collect and, in its next periodic report, provide the Committee, with reliable and comprehensive statistical data on the ethnic composition of its population and its economic and social indicators disaggregated by ethnicity, gender, including on Aboriginal (indigenous)peoples,African Canadians and immigrants, to enable the Committee to better evaluate the enjoyment of civil, political, economic, social and cultural rights of various groups of its population.

These include the independent study commissioned by the Department of Peacekeeping Operations (DPKO) and the Office for the Coordination of Humanitarian Affairs; the operational concept and the lessons learned note circulated by DPKO; and the regular inclusion of protection of civilians tasks in the mandates of United Nations peacekeeping operations; the more consistent and systemic consideration of protection of civilians issues in the Secretary-General’s reports; the significant inclusion of several paragraphs on the protection of civilians in the 2010 recommendations of the Special Committee on Peacekeeping Operations (see A/64/19), including the development of a strategic framework for mission-wide protection strategies; the elaboration of protection of civilians training modules; and an assessment of the resource requirements for implementing protection mandates.

These matters include the questions whether: (a) the grantor has to be the same person as the borrower; (b) the security agreement secures all the relevant obligations; (c) the security right is subject to any legal restrictions; (d) there must be a clear payment schedule in the credit; (e) there are any special rights or obligations (such as rights of way or rights of access to a site); (f) there are any special obligations for the preservation of encumbered assets; (g) there are any obligations not to transfer the encumbered asset or create another security right in it; (h) ways in which the grantor and other interested parties could be notified in the case of default and enforcement; (i) there should be a reference to extrajudicial enforcement; and (j) there should be a dispute resolution clause.

It also called on the Government to consider strengthening efforts to combat violence against women, including domestic violence and trafficking in persons, especially women and children by, inter alia, ensuring the full implementation of related laws and legislation, and also through the continued provision of adequate funding and the creation of a monitoring mechanism.

Expressing deep concern also about the Israeli policy of closures and the imposition of severe restrictions, checkpoints, several of which have been transformed into structures akin to permanent border crossings, and a permit regime, all of which obstruct the freedom of movement of persons and goods, including medical and humanitarian goods, throughout the Occupied Palestinian Territory, including East Jerusalem, and about the consequent violation of the human rights of the Palestinian people and the negative impact on their socio-economic situation, which remains that ofahumanitarian crisis in the Gaza Strip, while taking note of recent developments with regard to the situation of access there

As the Secretary-General has previously reported to the General Assembly (see A/64/633 and A/65/643), when the strategy is fully implemented, the Department of Field Support will conduct strategic planning, integration, quality control functions and liaison with Member States at Headquarters; the Global Service Center will perform the transactional functions now carried out by the Department of Field Support at Headquarters that do not require frequent interaction with Member States and other Secretariat departments; and missions, supported byregional service centres, will provide services directly to peacekeeping personnel.

Under the sanctions regime, all States are requested to prevent the direct or indirect supply, sale or transfer, to Osama bin Laden, members of Al-Qaida organization, and the Taliban and other individuals and entities associated with them, from their territories or by their nationals outside their territories of arms and related materiel of all types, including the provision of spare parts and technical advice, assistance, or training related to military activities (paragraph 2 (c) of resolution 1390 (2002) and paragraph 1 of resolution 1455 (2003).
